JOB PURPOSE:

The Program Manager, under general direction of the Director of Community Housing Assistance Program, provides sound training and oversight of program staff in the delivery of comprehensive intake and case management to clients and their families who are homeless and/or at risk of homelessness with the goal of rapid rehousing the homeless and preventing home loss as well as foreclosure; ensuring long term housing sustainability, increasing their quality of life and maintaining the highest possible ability to function within the community.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES:

Responsible for all the issues related to the day to day program delivery.

  • Responsibilities are carried out by training, supporting and coaching staff using a trauma-informed, and strength-based approach.

  • Develop and implement a results-based accountability model to support current and future program direction.

  • He/She/They will act as a check and balance for compliant programming including, but not limited to, program oversight, program budget, and quality assurance.

  • Monitor quality and effectiveness of program services as well as track program's performance and program deliverables.

  • Work with outside agencies to establish partnerships and collaborate to ensure clients' success.

  • Meet regularly with program staff to triage caseloads and keep abreast of current issues.

  • Contributes to building a positive team spirit.

  • Provide Quality Assurance and regulatory compliance to client files.

  • Manage office/staff coordination, client flow, client complaints and crisis management.

  • Supervise Case Managers, Intake Coordinators, Financial Assistance Coordinators, Data Managers, and Administrative staff and act as a resource for program staff to ensure all programming and activities align with the program design.

  • Provide on-going program evaluation, data tracking and reporting to provide recommendations to the Director of Community Housing Assistance Programs for continuous growth, quality and contract requirements.

  • Identify and provide emergency crisis services as necessary; make an immediate assessment to respond according to accepted crisis intervention methods and techniques, and coordinate other services as appropriate.

  • Assist with administrative duties such as:

  • Interviewing, making quality hiring decisions

  • Monitor performance, document as necessary

  • Develop Staff

  • Review and Update of program policies and procedures

  • Grant performance measure/data reporting

  • Document weekly, submit end of month reports, monitor and update data tracking

  • Other duties as assigned.

ESSENTIAL QUALIFICATIONS:

EDUCATION: Bachelor's Degree in Social Work, Sociology, Psychology or related field.

EXPERIENCE: 5+ years' experience in a social service agency, 5+ years in a customer service focused environment. 2+ years management experience. Experience with mortgage, housing assistance, and/or a homeless population a plus.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES: Driver's License with clear record. LPC, LCDC, or LMSW preferred.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Must be available and willing to travel to various locations and with such frequency as the business dictates. Must be available and willing to work nights, weekend, and holidays as required to meet business needs. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
