JOB

Under general supervision, provides field inspections of residential and commercial construction projects during various phases of development and directs enforcement of local ordinances. This position is classified as non-exempt and is subject to the Fair Labor Standards Act overtime regulations.


EXAMPLE OF DUTIES
  • Supports the Public Works Director and Stormwater Manager to achieve and maintain compliance with the Town's National Pollutant Discharge Elimination System (NPDES) Phase 2 Stormwater Permit with regards to Construction Site Runoff.
  • Conducts onsite inspections in a timely manner for stormwater conveyance and acceptance devices (piping, inlets, out-falls, etc.), code enforcement, and all applicable ordinances and state laws involving stormwater.
  • Performs inspections of public infrastructure (sidewalks, roadway, driveway).
  • Performs inspections related to building permit applications and certificates of occupancy.
  • Performs inspections of Stormwater Control Measure (SCM) facilities and coordinates with property owners to schedule and complete all remediation.
  • Assists in preparing letters and reports to regulatory agencies, documenting compliance with activities and results.
  • Assists in developing and maintaining guidance documents on use of Stormwater Control Measures (SCMs) for commercial and residential activities.
  • Assist in the review of new development plans for constructability.
  • Works with contractors and developers.
    • Meets with contractors and developers to explain construction requirements.
    • Reviews progress and quality of work to determine when payment and bond releases should be made and when completed projects are accepted by the Town.
    • Ensures As-builts are submitted upon completion of all projects.
    • Performs inspections of storm drainage and street installations, including curb and pavement, during and after construction. This includes design, material, and overall workmanship for compliance with codes and ordinances. 
  • Investigates complaints, requests, and suggestions from citizens, businesses, contractors, government agencies, and internal staff regarding stormwater and erosion control.  Prepares responses and/or recommendations for resolution.
  • Provides technical expertise and responds to complex questions, resolving conflicts and interpreting codes and ordinances as needed.
  • Assists in inspecting Town facilities to ensure they meet applicable stormwater laws and regulations.
  • Assists contractors and industries in developing and implementing programs for compliance with stormwater regulations.
  • Develops and revises procedures as needed.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Stormwater and Erosion Control.
  • Participates in Town emergency response as necessary.
  • Supports the divisional operations with regular and timely attendance.
  • Supports the relationship between the Town and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and Town staff; maintains confidentiality of work-related issues and Town information.
  • Performs other duties as required.



MINIMUM QUALIFICATIONS
EQUIPMENT OPERATED:  Computer, calculator, and other office equipment.  Two-way radio, automobile, and other assigned equipment.

REPORTING RELATIONSHIP:  This position reports to the Operations Supervisor.

WORKING CONDITIONS:
  • Employee is subject to conditions associated with construction sites and stormwater facilities including both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as rough terrain, steep inclines, hazardous materials, equipment, loud noises, traffic, vibrations, chemicals, fumes, close confined quarters both above and below ground.  
  • Must be able to physically perform all basic life operation functions.
  • Must be able to perform medium work exerting up to 50 pounds of force regularly; 20 pounds occasionally; and 10 pounds constantly.
  • Must possess the visual acuity to prepare and analyze data, visually inspect, read blueprints, use measuring devices, and read extensively.

JOB CONTEXTThis position works 40 hours per week during the seven-day workweek.  Weekends and overtime are sometimes necessary to fulfill job duties.  The stress level of the job is moderate.


SUPPLEMENTAL INFORMATION

EDUCATION:  Graduation from an accredited high school or GED, preferably some related coursework in the stormwater management field.

  • Must possess or be able to obtain NCDOT Level II Erosion and Sediment Control Inspector certifications within 3 months of hire.
  • Must possess or be able to obtain NC LTAP Roads Scholar Designation within 12 months of hire.

EXPERIENCE:  Considerable experience in the area of assigned responsibility including erosion and sediment control, stormwater controls, and utility construction methods; or an equivalent combination of training and experience.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Considerable knowledge of Stormwater Management methods and techniques specifically involved with erosion and sediment control. 
  • Considerable knowledge of methods, materials, tools, and equipment used in area of assigned responsibility.
  • Good working knowledge of the infrastructure of city streets, utilities, and appurtenances.
  • Good working knowledge of hazards involved and safety precautions necessary in the performance of duties.
  • Skill in the operation of assigned inspection tools and Town vehicle.
  • Ability to deal courteously with the public.
  • Ability to prepare written, and computer based, reports and records and to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with other employees.

SPECIAL REQUIREMENTS:  Possession of a valid North Carolina driver?s license.
