Job Description: 
         Under the supervision of the Deputy Director, the Marine Corps Base Hawaii (MCBH) Branch Director plans, develops, implements, and directs programs, services and activities of the Marine Corps Base location.

Candidates within commuting distance only. Relocation assistance is not available.

Primary Responsibilities
1. Personnel Management
     a. Ensures that new staff are properly trained in their position.
     b. Conducts ongoing training for staff.
     c. Prepares employee evaluations.
     d. Supervises branch staff.
     e. Verifies, approves, and submits staff time cards for payroll.
     f. Maintain training record and ensure all staff is current in all annual training to include CPR/FA.
     g. Adheres to the Code of Conduct and maintains a higher degree of integrity in carrying out duties and responsibilities.

2. Directs the Early Childhood Education Program
     a. Arranges for new parent tours.
     b. Registers and oversees student placement.
     c. Performs student evaluations.

3. Program and Services Management
     a. Identifies and assesses needs of target population and the community.
     b. Prioritizes and plans programs to meet family/community needs.
     c. Supervises the implementation of programs.
     d. Teaches and conducts classes as appropriate.
     e. Assesses the effectiveness of programs and instructors.
     f. Solicits program input through ASYMCA approved surveys.
     g. Collects and evaluates program surveys that measure desired outcomes.
     h. Collects all demographic and ASYMCA statistics for each program.
     i. Approves and monitors program purchases.
     j. Implements all policies and procedures.
     k. Turn in all required paperwork within deadlines.

4. Facility and Equipment Management
     a. Responsible for the facilities appearance and upkeep.
     b. Maintains an inventory of equipment based on current guidelines.
     c. Responsible for the maintenance and repair of equipment.

5. Public Relations
     a. Coordinate with outreach coordinator news releases and publicity for programs and activities relating to the Branch.
     b. Provides information and/or represents ASYMCA to appropriate military and civilian agencies via committees, group meetings, briefings, etc.
     c. Acts as the ASYMCA liaison to the civilian agencies, military agencies/commands within the Center’s geographic area of responsibility or as otherwise directed by the Executive Director.
     d. Promotes ASYMCA through various media venues.
     e. Coordinates media information with the Executive Director.
     f. Build and maintain relationships with Base Commander, Building Manager, and Community Partners.
     g. Promotes and grows all ASYMCA services and programs.
     h. Attend community meetings and events, build rapport with different agencies.

6. Financial Management
     a. Prepares Branch’s annual budget.
     b. Monitors expenses and revenues to determine if the Branch is operating within budget and  informs Director of Operations of all variances.
     c. Responsible for generating program income.
     d. Prepares financial reports for the ASYMCA Director of Finance and Deputy Director as requested.
     e. In coordination with the Executive Director, locates and solicits donations from potential funding sources  within the community.
     f. Plans and participates in ASYMCA fundraising activities.
    g. Oversees program and administrative assistant’s fiscal duties.
    h. Ensures the safe keeping and replenishment of the Branch’s Petty Cash Fund.

7. Volunteer Management
    a. Encourages volunteerism amongst program participants, military commands, and civilian agencies.
    b. Responsible for volunteer program development.
    c. Develops volunteer job descriptions and procedures.
    d. Appropriately trains volunteers for the volunteer position that they will fill.
    e. Supervises and evaluates volunteers.
    f. Recognizes volunteers for their contribution.
    g. Trains staff to work with volunteers.

8. Other Duties as Assigned
    a. Performs all other duties as assigned by the Deputy Director.

Working Conditions
     • Office environment using computer, scanner, fax machine, and copier.
     • Some outdoor exposure when conducting programs and services.
     • Ability to work under pressure, work with the Executive Director, Deputy Director, military personnel,  community and philanthropic organizations, staff, and volunteers.
     • Physical demands are sitting at a desk, performing housekeeping and facility maintenance, and ability to lift  40 pounds.
     • Ability to be flexible and cover programs as needed when staff is sick or on vacation and back-up staffing is  not available.

Qualifications
     •  Education/Experience: bachelor’s degree, preferably in Early Childhood Education, business, community  relations, social work, or human relations or equivalent work experience.
     • Knowledge of the community and military resources.
     • Strong verbal and written communication skills and interpersonal relationship skills.
     • Proficiency in word processing and knowledge of Microsoft Office Systems – Word, Excel, Quicken, Power  Point.
     • An understanding of the unique military lifestyle and the mission of the Armed Services YMCA.
     • Valid driver’s license, personal transportation, and clean driver’s abstract.

Post Hire Requirements
     • Proof of a TB clearance within the last 12 months. If test is positive, documentation of treatment plan is  required.
     • First Aid/CPR training completed within 90 days of hire date.
     • Complete required course of on-line Great Academy training within 30 days of hire date.
     • May occasionally be expected to work at special events outside normal working hours, including some weekends.
     • Must pass a criminal background check.
     • Proof of annual flu shot as well as an annual medical certification.
