Test and Evaluation Advisor - Light Armored Vehicle (LAV)

This position is for a highly skilled candidate responsible for supporting Test and Evaluation activities for the Advanced Reconnaissance Vehicle (ARV) and Family of Light Armored Vehicles (FoLAV) within Program Executive Officer (PEO) Land Systems (LS), under Program Manager (PM) Light Armored Vehicle (LAV). The ideal candidate should have a strong Marine Corps background in Light Armored Reconnaissance (LAR) Operations and Logistics at the battalion level, extensive knowledge of Light Armored Vehicle (LAV) operations, familiarity with the FoLAV capabilities, and a solid grasp of the Acquisition Life Cycle. Prior experience in both Developmental Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E) is essential.

Essential Job Functions:

Implement the Capability Based Test & Evaluation (CBTE) policies provided by the Systems Commands (SYSCOM); the Chief of Naval Operations (CNO N94); and the Marine Corps Operational Test and Evaluation Activity (MCOTEA) in the T&E strategies to help evaluate operational mission and capabilities early and often throughout the acquisition lifecycle. Use Mission Based Test Design (MBTD) to inform test planning in all test phases.

Serve as Subject Matter Expert, delivering technical and operational expertise by offering input, counsel, and guidance to the Chief Developmental Tester on all aspects pertaining to Light Armored Reconnaissance (LAR) Operations and Logistics.

Identify T&E specific risk factors, develop the associated risk mitigation plan and assure the plan supports the Program Management Office's Risk Management Plan.

Assist the Systems Engineering leads in translating requirements documents into a quantifiable, measurable evaluation framework that establishes the foundation for all test planning. Synthesize these requirements against the appropriate Concepts of Employment, Concepts of Operation (CONOPS) and Mission Profiles. Determine data requirements essential to assessing the evaluation criteria, (to include Critical Technical Parameters, Software Maturity Levels; Key Performance Parameters and Key Systems Attributes). Identify and develop the T&E infrastructure requirements (i.e ..people, knowledge, funding, processes, facilities and ranges) that will assure Developmental Test and Evaluation (DT&E) success for the Program.

Develop and document the program's T&E strategy that integrates policy, program requirements, and cost resource estimates with the evaluation framework. Translate the T&E strategy into the appropriate test documentation such as the Master Test and Evaluation Strategy (MTS) and Test and Evaluation Master Plan (TEMP) and. individual supporting test plans, to ensure the T&E strategy is executable, and supports the overall Program Acquisition Strategy/Acquisition Plan. Ensure T&E Events incorporate test environment and approaches th Develop specific T&E related language for the various Statements of Work intended for the Contractors or other service procured DT&E support. Assist in the development of System Design/Performance Specifications, Requirements Traceability Matrices and Requests for Proposals prior to release to industry.

Coordinate with the Logistics Competency to develop Logistic T&E strategies (LOGDEMO, etc.) that need to be captured in the programs TEMP or MTS.

Confirm that the test objectives were satisfied, and the overall system requirements were achieved. Confirm that modeling and simulation met the test objectives to ensure adequacy of evaluation. Determine if the collected and refined data are sufficient to accurately and completely support the Operational requirements. Ensure the data collected satisfies the TEMP. Assess and document lessons learned for archival purposes.

Responsible for the day-to-day management of test activities at major test site(s) (e.g. Aberdeen Test Center), including resolution of test execution issues, chairing of daily test update meetings, management of contractor on-site PM test representatives, tracking of test progress, etc.

Must have strong writing skills to generate scopes of tests, Test and Evaluation Master Plans (TEMPs), schedules, and to assist in generating technical documentation in support of Milestone Decisions and Material Release.

Have a working knowledge of program management (program planning, execution, risk management, configuration management, metrics, earned value systems, issue resolution).

Travel occasionally (up to 25%) to the test sites in support of related meetings and test events.

Review and analyze system performance against requirements for the application and integration of improved designs into the system.

Lead and participate in the preparation and execution of acquisition program plans including the associated artifacts and documentation. This includes the participation on technical and programmatic Integrated Product/Process Teams (IPTs).

Provide expert guidance and insights to the ARV Chief Developmental Tester regarding an LAR Battalion, emphasizing both operational and logistical aspects, with a primary focus on Mission-Based Testing (MBT)

Monitor and track the progress of all test site incidents and attend technical meetings with test centers and other organizations as required.

Provide written daily test/situation reports and verbal reports to the Chief Developmental Tester and T&E team members summarizing the status of test events/completions, test issues, the overall test schedule, and any recommendations based on test observations and interactions with assigned test agency personnel.

Attend and report on test-related meetings.

Develop and interpret T&E documentation, including test plans, test reports, TEMP, etc.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must be able to obtain and maintain a DoD Secret clearance.

Bachelor's degree in Engineering, Business Administration, Business Management, Logistics, or a closely related field, combined with substantial relevant experience.

Recent experience in a LAR Bn with a focus on battalion level Operations, Maintenance, and Logistics.

Experience with Light Armored Vehicle-25 Gunnery and Employment.

Experience with Employment of Light Armored Reconnaissance Units.

Experience using an LAV Command and Control Government Furnished Equipment (GFE).

Experience with field-level maintenance in the context of FoLAV operations.

Minimum of 4 years of experience in the last ten years coordinating and collaborating with military personnel and or agencies relating to USMC Light Armored Vehicle/Mobile Reconnaissance Bns.

Experience with Acquisition Category (ACAT) I or DOT&E Oversight programs.

Two years of hands-on experience in providing support to a Major Defense Acquisition Program (MDAP) valued at over $185 million (ACAT I or II), utilizing the DOD Instruction 5000.89 Test and Evaluation acquisition pathways.

Experience delivering operational products promptly.

Experience in composing and editing official correspondence.

Desired Skills:

Must possess extensive relevant LAR Operational and Logistics experience applicable to test and evaluation (developmental or operational test) in support of DoD acquisition programs. Demonstrated expertise in incorporating operational realism in the development and implementation of complex test and evaluation strategies to include the coordination, writing, and resource management of acquisition program T&E documentation such as the MTS and the TEMP.

Experience working with test and evaluation of DoD acquisition programs across all ACAT's and all phases of the Acquisition lifecycle. Must possess experience in the acquisition of complex Department of Defense warfare systems and understand the relationships between T&E and other functional areas involved in the acquisition process.

Demonstrated ability to apply MBTE/CBTD T&E best practices.

Knowledge and experience of using an LAV in both training and operational environments.

Knowledge of MCRP 3-10D.1 Light Armored Vehicle-25 Gunnery and Employment.

Knowledge of MCTP 3-10D Employment of Light Armored Reconnaissance Units.

Knowledge of NAVMC 3500.1C Light Armored Reconnaissance Training and Readiness Manual.

Knowledge of the PEO/PM structure and organizations.

Demonstrated ability to strategically plan, execute and evaluate engineering aspects of DOD programs.

Ability to communicate. Ability to communicate effectively; to prepare complex and convincing oral and written presentations to the highest levels of DoD government and industry management.

Ability to work in a collaborative environment with product managers, logistics, contracting, along with multiple external Government organizations to include Army Test and Evaluation Command (ATEC), DOT&E, Dept Of the Navy, USMC, the User Representative, and other Product Offices along with the defense industry.

Knowledge of the CCDC structure and organization, with emphasis on GVSC.

Knowledge and familiarity with the processes and procedures of a verification and validation (V&V).
