DESCRIPTION

This is a highly responsible position performing a variety of complex and diverse behavioral health duties requiring confidentiality, discretion, independent judgment, initiative, organization, and extensive knowledge of District policies and procedures. This position manages all aspects of the District?s mental health program; identifies needed resources and coordinates referrals for mental health services for impacted District employees; coordinates services and education with the District?s Employee Assistance Program (EAP) and affiliated clinicians; acts as case manager as needed; evaluates and ensures ongoing preventive stress management and resiliency training; visits work sites and engages employees on mental health issues; provides peer support services; and ensures compliance with patient privacy. This position will report to the deputy chief of administration.


EXAMPLES OF DUTIES

Manages mental health program resources; assesses program effectiveness, efficiency, outcomes, and quality; defines goals, objectives, and performance measures for programs; ensures services are provided within standards of applicable regulations, policies, and procedures; and identifies opportunities to improve service delivery or documentation.

Provide Single Session Intervention (SSI) to triage and develop an action plan for employees experiencing a crisis for mental wellness, substance abuse, post-traumatic stress (PTSD), or suicidal ideations.

Provide follow-up, case management, and wrap-around services for affected employees.

Develops and champions the mental health program for the District; identifies needed resources to address mental health issues or coordinate referrals.

Engages employees on mental health issues; visits work sites to discuss issues and/or mental health and well-being concerns that employees encounter while working as a public safety employee.

Provides data and support for mental health program; advocates for and provides supporting data for current and future mental health programming.

Ensures compliance with HIPAA regulations and other patient confidentiality policies.

Provides ongoing support and training to system members; ensures the provision of continuous stress management resiliency through training and education for system members to address on-going, non-critical, job-related stress by encouraging a proactive response to stress management.

Provides on-going substance abuse awareness and prevention training and develops employee resources to mitigate substance abuse issues.  

Provide on-going suicide awareness and prevention programs.

Evaluates, implements, and develops stress resiliency training and education for system members; outsources and oversees training as needed.

Leads the peer support team which is intended to assist employees who witness traumatic events in the 

capacity of a first responder (acute, single incidents, or cumulative); develops and manages objectives, 

procedures, and strategies for peer support team.

Coordinates or provides critical stress incident management (CISM) when needed. 

Works with the Employee Assistance Program (EAP) to identify affiliate counselors with background and expertise in working with the first-responder community.

Ensures that District mental health programming is available 24/7.

Complies with District policies and procedures in line with Federal and State laws and regulations.

Provides support coordination services; manages caseload to provide support coordination services; completes required assessments and forms; monitors the progress of plans; and ensures pre-authorization of services.

Provides ongoing screening and evaluation of the effectiveness of in-patient and out-patient treatment facilities and resources.

Provides coordination of the District?s chaplain program.

Provides coordination of the District?s dog therapy program. 

Researches and implements effective alternative modalities for the prevention or treatment of mental wellness, substance abuse, PTSD, and suicide. 

Manages contracts according to District contracting procedures and guidelines; maintains contract documentation and document compliance.

Advises on pre-employment psychological evaluations when necessary.

Attends various District and non-District meetings as required.

Researches and prepares grants related to mental wellness and resiliency. 

Maintains relatively complex records and master files in accordance with established systems and legal requirements.

Receives incoming communications from external and internal customers, accurately records information, and determines next appropriate steps in the communication process.

Archives and/or purges archived and confidential files in accordance with established legal requirements.

Coordinates and participates in the preparation of reports and correspon­dence of a legal, technical, or confidential nature.

Develops and maintains associated budgets as assigned. 

Performs other duties as assigned.

Required to work irregular hours dependent upon needs and responsibilities.


TYPICAL QUALIFICATIONS
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of philosophies, theories, practices, policies, and outcomes of the most generally accepted scientifically supported models of treatment, recovery, prevention, diagnostic criteria, treatment modalities, and placement criteria for continuing care for psychological, emotional, mental, addiction, and/or substance-related disorders and conditions.

Knowledge of and ability to assess psychopathology, emotional and mental disorders, personality disorders, and/or alcohol and drug disorders and the accompanying clinical dynamics appropriate to the program assignments.

Knowledge of medical and pharmacological resources in the treatment of psychological, emotional, mental, addiction, and/or substance disorders and conditions.

Knowledge of methods of measuring treatment outcomes.

Knowledge of Federal, State, and District policies and procedures governing the delivery of treatment services, ethics, confidentiality, and clinical responsibility.

Knowledge of the principles of emergency services related to the provision of mental health support to public safety personnel.

Knowledge of budget development and fiscal management.

Knowledge of development and delivery of training programs.

Skill in providing treatment services appropriate to the personal and cultural identity of the employee.

Skill in applying crisis management.

Ability to tailor strategies, support systems, and available community resources for referral and placement to the employees' needs.

Ability to apply research findings and outcome data to improve programs.

Ability to identify and utilize the role of family, social networks, self-help groups, and community systems in the treatment and recovery process.

Ability to work cooperatively with other professionals and agencies.

Ability to develop therapeutic relationships with employees, some of whom may be hostile, angry, aggressive, and potentially violent.

Ability to prepare complete records and reports.

Ability to identify emerging mental health needs in public safety population.

Knowledge of Microsoft Office Suite software applications and office practices, procedures, and equipment.

Ability to communicate clearly and effectively.

Ability to prioritize multiple responsibilities into work schedule.

JOB REQUIREMENTS EDUCATION AND EXPERIENCE 

      ENTRY LEVEL

  • Master?s degree in psychology, counseling, social work, or a related field
  • Must have 2 years of experience in related role
  • Must be proficient in Microsoft Office Suite
  • Strong customer service, telephone, and communication skills
  • Must be proficient in math and English
  • Must have great customer service internally and externally
  • Ability to multitask while maintaining complex schedules 

MASTERY LEVEL

  • Master?s degree in psychology, counseling, social work, or a related field
  • Colorado Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW)
  • Licensed Addiction Counselor through Colorado Department of Human Services
  • Must have 2 years of experience in related role with West Metro Fire
  • 7 years? experience in relevant professional role
  • Demonstrated ability to effectively communicate within all facets of the job
  • Ability to multitask, prioritize, and meet deadlines
  • Provides excellent customer service
