Job Title: Voluntary Case Management (Child Abuse & Neglect Prevention) Program Supervisor

Location/Work Status: Honolulu, Hawaii with flexible work environment (Must be able to meet face-to-face with clients, families, staff, and community partners when appropriate)

Summary of Program and Position:

Voluntary Case Management (VCM) program serves families on Oahu who have been referred by Child Welfare Services (CWS) after a report to the Child Abuse and Neglect Hotline has been made and the family has been identified as moderate to moderate high risk. Each family will be assigned a case manager who will address the range of family system issues that place children at risk of child abuse and neglect. They may also be assigned a skill builder who will work with the family to increase skills such as, but not limited to, parenting skills, co-parenting skills, problem solving skills, and stress management skills.


The Program Supervisor supervises the delivery of voluntary, culturally appropriate, and strengths-based child abuse and neglect prevention and intervention services for moderate to high-risk families referred by the Department of Human Services for Voluntary Case Management. This position communicates frequently with community partners, home visitors, other supervisors, funders, and families. These services are focused on addressing all reported concerns, increasing parents’ ability to establish and maintain safety for their children’s needs, problem solve, and access community resources. This position is under the direct supervision of the Program Director.


Essential Duties:

1. Behaves in a manner that supports the agency's mission and follows personnel policies and procedures.

2. Coordinates and ensures appropriate delivery of home based child abuse and neglect prevention services to lower-risk families with children, ages 0 – 17. Monitors the quality of services to all clients and families through supervision, case reviews, observation of service delivery and ongoing evaluation of program effectiveness and outcome measures.

3. Provides leadership to program staff and assumes all the responsibilities of a supervisor for the staff that report directly to this position, including orienting and training staff. Works with Case Managers, Skill Builders, and families to resolve any concerns regarding services.

4. Ensures that programs are operating in a manner consistent with standards and guidelines established by funders, state law and the policies and procedures of the agency, and tracks the timely and accurate completion of forms and assessments.

5. Reviews referrals with the Case Manager and Skill Builder and in the absence of the Assistant Program Director approves and assigns intake of families to the team. Approves and assigns intakes of families to the team. Provides information to Child Welfare Services/Child Welfare Intake or to the Voluntary Case Manager about the status of referrals.

6. Ensures that program objectives are met, including fiscal requirements, and that reports for accountability are submitted in a timely manner to the Program Director.

7. Provides direct services to clients, such as those families for whom the VCM Case Manager or Skill Builder needs additional support; in conducting parent groups; and
during the times when there are Case Manager or Skill Builder vacancies or a staff member is on leave.

8. Maintains effective working relationships with funders, collaborators, state agencies, other appropriate providers of child abuse and neglect prevention and intervention, and related coalitions and networks, attending required trainings and meetings, as appropriate.


Minimum Qualifications:

1. Master’s Degree in social work, psychology, or related field required, plus minimum of two (2) years of experience working with child abuse and neglect, including domestic violence
and substance abuse, required, OR

2. Bachelor’s degree in social work, psychology, or a related field required, plus minimum of four (4) years of relevant experience.

3. Proven supervisor experience shall include, but not limited to, individual staff, volunteer, and program effectiveness, and outcome measures, required.


Other:

1. Possesses and maintains a valid Driver’s License.

2. Has daily access to an automobile.

3. Possess and maintains proof of no-fault insurance.

4. Able to obtain an acceptable pre-hire driver’s abstract.

5. Can obtain an acceptable Fingerprint (FBI) Background Check upon initial hire and as requested.

6. Can obtain a State Criminal History check upon initial hire, one year later, and every other year thereafter or as requested.

7. Can obtain an acceptable National Sex Offender registry check at initial hire, one year later and every other year thereafter or as requested.

8. Can obtain an acceptable CWS child abuse registry check at initial hire, one year later and every other year thereafter or as requested.
