Overview

DVHA's Health Access Eligibility and Enrollment Unit (HAEEU) is seeking a qualified individual to join their dynamic team. The Administrative Services Manager II is a member of the Communications and Outreach Team with the following responsibilities included but not limited to:
* Developing and sustaining professional relationships with external partners including the Assister Program organization.
* Perform annual site visits and regular check-ins with Assisters and Assister organizations.
* Public speaking and training engagements for both community partners and general public.
* Development and collection of continuous qualitative and quantitative assessment and evaluation of Assister Program implementation and external partner outreach through meetings.
* Records, surveys, and feedback site visits.
* Manages Assister recruitment and retention and develops and manages the audit schedule to periodically review Assister process and assess for accuracy rate and effectiveness and provide Assister program issue support and escalation resource.

Additionally, the incumbent is responsible for the monitoring, review and response to inquiries through the Assister inbox, programmatic communications and support including virtual and in person visits to Assister organizations, assist in the development and delivery of Assister training and budget oversight and contracting invoice auditing for the Navigator grant.

This position supervises two staff members. The Health Programs Administrator who serves as the Assister Program Trainer and the Administrative Service Coordinator, who helps coordinate the program as well as provides additional administrative support to the DVHA communications team.

Minimum Qualifications

Bachelor's degree AND four (4) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

OR

Bachelor's degree in accounting, business or public administration, office administration or a related field AND two (2) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

OR

High school diploma AND six (6) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

OR

Associate's degree in accounting, business or public administration, office administration or a related field AND four (4) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

OR

One (1) year or more of experience as an Administrative Services Manager I with the State of Vermont.

NOTE: Only administrative work experience is qualifying. Administrative services includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
