Position Purpose:

Oversees the operation and maintenance of the water distribution and sewer collection system. Responsibilities include regulatory compliance, safety, customer requests, budget performance, and relationships with public officials, commission and other public entities.

Dimensions:

Directly supervises 1 exempt employee and indirectly supervises 16 non exempt employees. Responsible for developing and adhering to Collection Department budget within an overall project budget of $2.5 million annually. Also responsible for performance management, employee development and policy compliance.

Primary Duties/Responsibilities:

  • Responsible for preventive, predictive, and corrective maintenance program for water and sewer facilities and equipment, and for the maintenance of complex safety equipment.
  • Responsible for continuous operation of all water and sewer system facilities, which include emergency repairs 24 hours/day. Must be able to respond to emergency calls as needed and work extended hours to accommodate site needs.
  • Monitors weather forecasts as well as current precipitation events. Maintains communication with system and plant operators during theses events.
  • Provides design reviews of water and sewers.
  • Responds to complaint calls regarding water or sewers, establishes personal contact with complainant and resolves all disagreements.
  • Makes decisions regarding work assignments and acts immediately to prevent equipment failure or negative impact in emergency situations. The position makes recommendations for equipment and personnel to the Project Manager.
  • Works with supervisors in the assignment of staff to projects.
  • Administers management policies and directives, trains and evaluates subordinate staff including administering discipline as required.
  • Responsible for department cost performance including budget preparation.
  • Commitment to health, safety and protection of the environment: The incumbent supports Suez's commitment to safety by complying with the programs regarding health, safety and protection of the environment. The incumbent demonstrates safe work practices, takes part in safety meetings as required, and advises the supervisor of any non-conforming conditions.
Qualifications

Education/Experience/Background:

  • High School Diploma or equivalent is required.
  • Bachelor's degree in related function (Engineering, Maintenance, Management, etc.) is preferred. A combination of education and on-the-job skills in a complementary area may be considered.
  • Ten (10) years of progressive experience in the maintenance and operation of a wastewater collection and/or distribution system, pumping and interceptor system is required.
  • Must have five (5) years prior management or supervisory experience.

Knowledge/Skills/Abilities:

  • Proficient knowledge and adherence to all environmental and safety compliance regulations.
  • Proficient knowledge of Microsoft Office including Excel, Word, Outlook, and PowerPoint.
  • Requires technical skills and knowledge of the design, construction, operation and maintenance of the water and sewage collection system.
  • Must have working knowledge of the skills required of the mechanical, plumbing, trenching, excavation, and other various construction and building trades as related to the operation and maintenance of the water and sewage collection system.
  • Requires superior interpersonal and communication skills, and the ability to develop and maintain good working relationships with client, public, employees, etc. Must operate within a team atmosphere.
  • Experience with managing preventive, predictive, and corrective maintenance within a computerized maintenance management system including purchasing and inventory is desired.
  • Must possess superior organizational skills and be able to plan, prioritize and work simultaneously on several projects.
  • Ability to shift priorities frequently and effectively perform under pressure.
  • Ability to read and interpret blue prints and various construction designs.
