Department: Parks and Recreation Reports to: Recreation Superintendent

Summary: Under the supervision of the Recreation Superintendent, this position maintains, coordinates, and supervises a comprehensive recreation program which includes the operations and maintenance of the aquatic facilities, aquatic classes, programs, activities and assigned special events. Responsible for recruiting, training, scheduling, supervision, and evaluation of employees, marketing efforts, assisting in developing and monitoring assigned budget, and developing and maintaining public and private partnerships to maximize the use of all aquatic facilities.

Essential Functions: Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages operations of aquatic facilities. Oversees selected contractors and maintains harmonious working relationships; serves as contractors' first point of contact for all matters and needs; reviews and monitors all aquatic related contracts for productivity effectiveness and makes recommendations when necessary.
  • Hires, trains, and evaluates all City aquatic staff; conducts training of City staff in water safety, first aid and CPR, ensures that all certifications of City staff are maintained and recorded; develops lifeguard deck rotation system for monitoring the pools and all other pool deck operations or ensures safety and compliance of contractor's systems.
  • Follows city and departmental policies and training to ensure efficient and safe operations for all participants and staff.
  • Leads, plans, and services all aquatic programs including but not limited to swim lessons.
  • Provides information about aquatic programs to schools, recreation officials, community service groups and the general public.
  • Coordinates all aquatic facility reservations such as private parties and pavilion rentals or works cooperatively with contractor to do so.
  • Assists with the planning and administering of approved budget for facility and equipment needs.
  • Responds appropriately to injuries or other emergencies in the workplace.
  • Assists in the maintenance and repair of equipment and aquatic facilities for daily use activities/programs and events. Ensures that facility, equipment, supplies, and appropriate areas are cleaned and maintained in an orderly and safe manner.
  • Recommends changes to existing aquatic programs, training, and facilities as needed; assists in research, facilitation and implementing changes to ensure quality programs that provide customer satisfaction.
  • Performs regular safety inspections of pools and equipment to reduce hazards and to provide maximum safety to the patrons and grounds to meet all necessary programs and regulatory standards; manages the filtration system and other aquatic operating systems. Maintains proper pool chemical balance.
  • Answers questions and provides information to the public concerning aquatics, special events and athletics.
  • Assists with duties assigned by the Recreation Superintendent or as directed by department leadership in coordinating special events/recreation programs. This will be performed on a regular basis throughout the aquatic off-season.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications

Education, Training and Experience Guidelines: Graduation from a four-year college or university with a bachelor's degree in Recreation or a closely related field with three (3) years directly related aquatics experience, or any equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

  • Knowledge of planning, organizing, and implementing aquatics programs.
  • Knowledge of swimming pool filters, mechanical systems, and the use of chemicals for swimming pools and water chemistry.
  • Knowledge of office equipment such as computers, printers, fax machines, copiers, televisions, monitors, and other small miscellaneous office equipment.
  • Knowledge of data entry.
  • Ability to work with the public and possess excellent customer service skills.
  • Ability to communicate both verbally and in writing, ability to create effective working relationships with employees and the public.
  • Bilingual skills highly desirable.

License and Certification Requirements:

  • A valid Texas State Driver's License is required.
  • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) designation is required within one year of hire.
  • American Red Cross Lifeguard Instructor (LGI) certification and Water Safety Instructor (WSI) certification is required within one year of hire.
  • Other water safety certifications that are equivalent to the aforementioned certifications may be required.

Additional Requirements:

  • Must have and maintain a cell phone for City use to hold this position.
  • This position may require night, weekend, and holiday work. Work hours may need to be adjusted accordingly.

The employee is frequently required to stand, walk, and sit. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 70 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work is performed indoors, outdoors, and at City facilities; requires moderate physical efforts, may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed, including use of safety equipment. Depending on services provided, activities may take place in harsh weather conditions.
