Job Description

The Procurement and Contracts Specialist aids in the procurement of goods and services and assists with contract processes and procedures. This position works as technical administrative support within procurement, contracts and property administration by assisting higher-level staff. This position also assists in gathering information used to assemble contracts and agreements.

Candidates must submit their applications by 04/19/24 in order to be considered for first round interviews.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required of this position.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in business, finance, or accounting.

  • One year of relevant work experience managing government contracts and procurement rules and regulations.

  • An equivalent combination of education and experience will be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Intermediate level in Microsoft Office, specifically Microsoft Excel and Word.

  • Prioritizes and organizes work to effectively meet fiscal deadlines.

  • High level of integrity and dependability with a strong sense of urgency and results-orientation.

CERTIFICATES, LICENSES & REGISTRATIONS

  • Driver qualification status is not required for this position.

  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.

  • Registration with the Office of Child Care Central Background Registry.


**ESSENTIAL DUTIES and RESPONSIBILITIES This job description is not intended to be all-inclusive. All duties will be performed in accordance with Federal, state and Agency rules, policies and procedures.

  • Assists in routine and standardized purchasing, contracting and/or agreement work.

  • Reviews procurement requests and processes.

  • Locates sources of supplies and services. Compares cost, quality and availability of products and services. Identifies the best value purchasing for Agency. Evaluates products or services and select source. Applies purchasing guidelines and procedures to select the proper purchasing methods. Obtains vendor quotations, evaluate results and award purchase.

  • Verifies proper documentation to process contracts and agreements.

  • Assists staff with preparing for bid openings and contract award by gathering and organizing documents.

  • Assists with proposal reviews by coordinating and scheduling meetings, and obtaining needed documents.

  • Researches previous agreements, leases, current procedures and regulations.

SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities.

  • Specific vision abilities required by this job include close vision and ability to adjust focus.

  • Occasionally lift up to 25 pounds.

  • Manual dexterity for handling office equipment.

  • Incidental driving tasks may be requested for employees with a personal vehicle and proof of current auto insurance.

  • Exercises judgement in setting day-to-day priorities to navigate regular deadline pressures, in accordance with Agency policies, guidelines, and initiatives.

WORK ENVIRONMENT

  • Indoor, office work environment with frequent interruptions and demands.

  • Working with coworkers/clients over the phone and in-person.

  • Occasional noise and distractions in work spaces.

  • Occasional remote work as approved by supervisor.
