Jefferson Consulting Group is seeking Management Analyst to support Federal Railroad Agency. This role will be hybrid, one day a week in office located in Washington, DC

Responsibilities:

Administrative - Assist in the execution of administrative duties in support of the Office of Administration such as:

  • Collect and document internal, administrative processes and policies.

  • Arrange and support logistical support for large/complex meetings, recurring meetings, interviews, etc.

  • Manage an inventory of office supplies to support approximately 80 employees.

  • Prepare and track expenses and funding (for example: travel, GPCE, procurement, and training documentation)

  • Escort visitors into the building and accompany them to their meeting location.

Employee Onboarding/Engagement - Assist in the execution of duties in support of employee boarding and engagement such as:

  • Provide support to FRA's on-boarding/off-boarding process for employees and contractors.

  • Assist with the execution of FRA's training development program (i.e. maintaining the intranet site, scheduling trainings, notifying employees of trainings available, tracking/analyzing course evaluations, coordinating with contract vendors, etc.)

  • Manage correspondence for the Office of Administration (i.e. records management, FOIA, physical mail).

  • Assist with Employee Engagement meetings(virtual/in-person/hybrid) and correspondence (i.e. Supports the coordination of special events across FRA such as bring your sons and daughters to work day, Fed Feeds Families, etc.

  • Assist in developing messaging and content for communicating updates and initiatives.

  • Support data collection/organization/presentation.

  • Reviews intranet materials for RAD to ensure links are up to date.

  • Maintain tracking mechanisms and visualization tools/dashboards for communicating status of recurring activities/performance metrics.

Working Capital Fund - Creation of Support and improve tracking mechanisms/spreadsheets for Working Capital Fund and recurring expenses:

  • Collect, document, analyze, and summarize monthly "working capital fund" expenses.

  • Review Working Capital Fund IT expenses and provide briefings on reasons for changes in expenditures.

  • Create presentations and materials for Directors on the status of working capital fund and RAD budget expenses.

  • Support the review, analysis, and execution of RAD budget.

  • Support IT spend plan creation and execution.

  • Track travel and training budget.

Funding/Procurement Request - Support deliverables associated with RAD-wide initiatives to include RAD goals, procurements, and purchase cards such as:

  • Collect and document internal processes and policies.

  • Work with RAD CORs to collect acquisition package materials and submit procurement documentation within the PRISM system according to PALT times.

  • Monitor procurement progress by tracking activity, resolving problems, publishing progress reports, and recommending actions.

  • Gather updates from each office for RAD goals. Track and present RAD goals metrics quarterly to RAD leadership.

  • Develop tracking mechanisms, visualization tools, and dashboards for communicating status of recurring activities/performance metrics.

    • For example: Metrics used by RAD and reported outside of FRA (ex: cycle times, acquisition goals, etc.)

    • This task may require collaboration with FRA's IT design team.

FRA Initiatives - Assist in the development and execution of FRA wide initiatives/processes, seeking opportunities for improvement, efficiency, and effectiveness:

  • Support the execution of the FRA training plan and accomplishments documents.

  • Support the tasks of the FRA Employee Development Council

  • Provide analysis of FRA staffing plans and reports

  • Provide analysis of Employee Viewpoint Survey and provide recommendations on future processes as well as support implementation of approved recommendations.

Required Qualifications:

  • Minimum of 2 years of experience in the field of communications (both written and oral). Skilled in determining the most appropriate method of delivery for the intended audience and type of communications.

  • Experience in generating topics for communication products, identifying reliable sources for information (e.g., FRA subject matter experts, publications), gathering information through interviews and discussion, compiling initial drafts, and coordinating communications projects.

  • Experience implementing Section 508 compliance (e.g., tagging, captions) for accessibility.

  • Advanced level competency with MS Office applications (MS Word, Excel, Visio, and PowerPoint).

  • Able to develop Excel spreadsheets using Pivot tables, formulas and conditional formatting.

  • Able to map processes using Visio and ability to skillsets in page layout and publishing in MS word.

  • Able to lay out pages and publish using MS Word.

  • Experience utilizing Adobe, PRISM, MS Word/Excel/Visio/PowerPoint, Delphi/OBIEE, SharePoint, MS Power Platform, and Power BI.

  • Able to clearly communicate complex public information in a variety of formats to a variety of audiences.

  • Completes tasks independently, tracking progress toward completion, providing status updates as requested and working on a variety of tasks simultaneously.
