THE POSITION

The Pennsylvania Liquor Control Board (PLCB) is excited to create a new Bureau of Merchandise Financial Planning, to provide a framework, establish targets, and align cross-functionality to achieve financial and operational objectives. The Planning team will be responsible for translating business and merchandise strategies into profitable frameworks by providing guardrails to inform investment decisions and developing targets to measure progress. Merchandise financial planning is about anticipating demand, ensuring inventory meets that demand, and carrying out the plan within the agency's financial framework. The Planning team will communicate common vision and objectives across the PLCB.

This position serves as the Director of Merchandise Planning responsible for directing, managing, and establishing policies relating all merchandising planning and reporting activities. This program requires serious policy development, program analysis, and ongoing evolution with industry practices, and evolving technological availability.

DESCRIPTION OF WORK

This position will be responsible for developing and directing the creation and ongoing management of the PLCB's Merchandise Financial Plans (MFPs). This role leads the strategic development of merchandise planning and inventory flow within the merchandising team, developing business policy, practices, and processes. This role is also responsible for the strategic development of the PLCB's reporting and analytical capabilities that support the retail, wholesale, and ecommerce lines of business ensuring that all levels of the organization have clear, concise, and actionable reports and analysis that drive toward actions and decisions leading to increased profitability and efficiencies.

This position serves as the enterprise lead for merchandise planning and analysis. You will have the opportunity to provide vision and leadership to the Planning team and the Reporting & Analytics team by a clear understanding of the organization, its financial structure, customers, and strategic plan. You will be leading the development of analytical strategies that are relevant to the business and facilitate informed decision-making at all levels of the organization. This includes Executive down through to the category managers, buyers, as well as the lead and staff analysts.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters Northwest Office Building in Harrisburg.
    • In-office attendance may be required, as operational needs dictate.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of professional experience performing merchandising strategies, including two years of supervisory experience involving purchasing, forecasting, inventory management, financial planning, finance, merchandising, or business operations and a bachelor's degree; or
  • An equivalent combination of experience and training that includes two years of supervisory experience involving purchasing, forecasting, inventory management, financial planning, finance, merchandising, or business operations.
