The Mobility Planner and Schedule is responsible for the development of TARTA service plans and schedules, and related capital transit projects, helping to align services and projects with agency, local, regional, state, and federal objectives. Activities include, but are not limited to, outreach, coordination, research and analysis, project management, and other similar functions. Specific planning and scheduling areas of focus will depend on the individual’s education background and previous work experience, along with the current needs of the Planning and Service Development Department.

One Team! One TARTA! The role of the Mobility Planner & Scheduler will focus on supporting transit operations within a new TARTA. In 2020, TARTA embarked on a transformational journey with the development of TARTA Next, a ten-year plan to increase community value through public transit services that make a positive impact. This transformation is powered by a dedicated team of professionals in each department from the leadership team to every front-line (and behind the scenes) team member.

DUTIES AND RESPONSIBILITIES:

  • Conduct oneself and produce results in alignment with TARTA Core Values.
  • Develop and recommend transit service plans and schedules, including evaluating system ridership, route productivity and efficiency, on-time performance, and making recommendations for change as needed to ensure service improves the customer experience.
  • Execute transit infrastructure planning efforts including active maintenance of bus stop and amenity database, bus stop and amenity improvement prioritization, transit focused corridor planning, and park-and-ride and transit center planning.
  • Create efficient operator work assignments following all guidelines of the labor agreement.
  • Assist with creation of fixed route bus schedules, run cuts and route changes, including exporting data from scheduling software system and interface with other systems such as automatic passenger counters, vehicle location systems and other intelligent transportation systems technologies.
  • Support agency participation in review of site plan, rezoning cases, and transportation projects to obtain outcomes consistent with best practices for transit-supportive design, including, but not limited to: Safety, ADA and Title VI compliance, transit operations, reliability, customer experience, and general best practices for universal design.
  • Work with local communicates and stake holds in developing plans such as neighborhood plans and zoning ordinances that support transit- oriented development and other TARTA projects.
  • Coordinate public outreach events, including set up, speaking with members of the public, customers, and working with internal staff to disseminate information.
  • Analyze demographic and geographic data, apply spatial data analysis skills to graphically display ridership and demographic trends, and communicate trends via reports.
  • Ensure the accurate completion of monthly and annual National Transit Database (NTD) data, following all requirements and report quarterly, platform hours, pay hours and transit miles.
  • Engage with and respond to customer and employee feedback in an accurate, complete, and timely manner.
  • Uses computer software to assure accurate bus stop patterns, correct distances for use on GPS tracking of buses, and accuracy of APC data. Monitor accuracy of APC data to ensure data is being collected accurately for correct analysis of route performance.
  • May be assigned additional responsibilities as required.

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

  • Geographic Information System (GIS) Certification preferred.

Education and Experience

  • Bachelor’s degree or equivalent experience in Transportation, Logistics, Public Administration, or related field.
  • A minimum of 2 years of transit operations, transit planning or scheduling experience required.
