DutiesGENERAL DESCRIPTION: The VA Southern Oregon Rehabilitation Center & Clinics (VA SORCC) provides a variety of clinical programs with a wide range of treatments for Veterans including psychiatry, psychology, substance use treatment, home based primary care, community care, residential treatment, and various other ambulatory care programs. The Residential Rehabilitation Treatment Program (RRTP) provides mental health services to Veterans across the life span including medication management, and evidence-based individual and group psychotherapy. The RRTP Program Manager position is administrative, supervisory, and clinical. The incumbent will design and manage programs considering and ensuring compliance with TJC, and CARF. The RRTP Program Manager is also responsible for monitoring program data to ensure effectiveness and efficiency of treatments and continuing process improvement. The Program Manager will have direct supervisory responsibilities over the clinical, training, and administrative areas of the RRTP clinical staff. The incumbent ensures Veterans have timely access to the most effective treatment within the teams they oversee by ensuring that all staff are trained in current best practices within their scope of training and privileging. The Program Manager is also responsible for clinical supervision to unlicensed psychologists, interns and students, within RRTP. The incumbent develops individualized productivity targets, monitors productivity and effectiveness and completes performance evaluations for all staff within the psychotherapy division. The RRTP Program Manager also provides direct clinical care utilizing evidence- based approaches.GRADE DETERMINING ELEMENTS Program Management Responsibilities (40%) A. The incumbent has the broad responsibility for the development, implementation and management of RRTP Therapy Programs ( ie, matrix for University model to include, EBP offerings, individual offerings, group offerings,) and makes decisions exercising very wide latitude and independent judgment. The incumbent plans, organizes and directs administrative, operational, patient and personnel activities for the program. B. The incumbent has primary responsibility for ensuring the program meets VHA's Uniformed Mental Health Services Handbook requirements, VA/DoD Clinical Practice Guidelines and timely completion of all program evaluations and documents required by the VASORCC, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (TJC/CARF.) Thus, develops and implements policies, procedures, and programs to enhance the Veteran's Mental Health treatment experience. C. The incumbent has authority and oversight of administrative and programmatic resources and will deploy those resources in support of the program needs. D. The incumbent ensures efficient operation of the organizational units and is competent in identifying and modifying inefficiencies in operations. E. Responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served i.e. the development and implementation of short- and long-term goals and objectives. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re specialization program (including documentation of an approved internship completed as part of the re specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. (1) Exception. Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:Psychology Program Manager, GS-14 (a) Experience. Evidence-based Therapy (CBT, Behavioral Activation, ACT,DBT, CBT-i, MET, and/or MI) experience and training is strongly preferred. Experience delivering structured adult psychotherapy in both group and individual formats is preferred. Experience treating depression, anxiety, co-occurring SUD, and other major co-morbid psychiatric disorders is also preferred.
