Position Summary:

Under the supervision of Behavioral Health Director, responsible for implementation of the SAMHSA Native Connections Grant to ensure the project is managed on a daily basis in accordance with the funding terms and conditions, the project proposal and best practice grants management principles.   Ensure successful engagement and collaboration occurs among key community stakeholders. All Behavioral Health staff must adhere to mandated reporting laws.  This is a grant funded position. 

 

Essential Duties and Responsibilities:

  • Develop and implement integrated prevention services and supports designed to prevent and reduce suicidal behavior and risk, substance use and misuse and associated mental health issues including complex trauma involving the community.
  • Establish and involve the advisory groups from early planning to implementation of the selected prevention model and associated activities including evaluation.   
  • Conduct planning and implementation of Native Connections in accordance with SAMHSA Strategic Prevention Framework steps among which include:  1) Identification of problems and related behaviors; risk and protective factors; community resources, service system analysis and asset mapping; and utilizing the Community Readiness Model  2) Build Capacity 3) Plan effective interventions.
  • Upon completion of the year one planning period, identify with advisory group, a potential prevention strategy that is evidence-based, practice-based and shown to be effective or promising in the Tribal community using SAMHSA’s National Registry of Evidence-Based Practices and Programs (NREPP) http://www.nrepp.samhsa.gov and SPRC’s Best Practice Registry http://www.sprc.org/bpr to develop and implement an innovative strategy that relates to community/culture.  
  • Implement a selective prevention model   that incorporates: a) assessment of at-risk young people up to and including age 24, especially those who have attempted suicide and those who use and misuse substances and are in need of follow-up services; b) ensures effective care delivery and care transition to further services and c) effectively responds to subsequent needs, including recovery support services. 
  • Assess current, modify and/or develop suicide protocols with those tribal departments where none exist, designed to focus on community healing and reduce the possibility of contagion while ensuring protocols reflect the culture and traditions of the Saginaw Chippewa Indian Tribe.    Ensure regular and consistent supervision to all Native Connections personnel, volunteers and interns and following supervisory best practices.
  • Ensure any staff corrective action is in accordance with personnel policy and procedure, to include supervision notes, suspension and dismissal. 
  • Oversee the review of assessments, reports, and other documentation in order to ensure that work is being performed according to established policies procedures and conforms to best practices following accreditation commission CARF, IHS.
  • Approve staff schedules and time off to ensure compliance with tribal operations policies and procedures, to ensure coverage and client’s needs are met and not compromised.   Provide quality records review to ensure records meet and/or exceed minimum requirements according to governing standards. 
  • Interview and hire program staff in accordance with Human Resources policies and procedures.
  • Complete staff evaluations according to Human Resources policies and procedures.
  • Ensure disciplinary actions are in accordance with personnel policy and procedure. 
  • Develop and implement training curriculum for all new employees, volunteers and interns to increase knowledge and skills of the Native Connections Program to include: information regarding core concepts, referral mechanisms and community outreach.
  • Participate on the quality assurance and quality improvement process.
  • Identify opportunities to improve behavioral health system through collaboration with other providers.
  • Generate regular reports for Director on planning and forecasting for the Native Connections Program.    
  • Establish positive and effective relationships with members of other community agencies and programs.

  • With the Data Analyst, monitor ongoing evaluation activities including data collection and performance measures including three (3) and five (5) year follow-ups.   
  • Complete and submit grant reporting requirements on a timely basis.
  • Ensure data collection and performance measures relating to program progress, mental health and prevention measures are collected, analyzed and communicated to the funder.   
  • Develop and maintain relationships with key community stakeholders who assist with implementation of services to children, youth and families.
  • Ensure active collaboration with local, tribal, state, and federal agencies in order to build program capacity. 
  • Adhere to client confidentiality and comply with department policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).
  • Provide excellent customer service for all internal and external customers of the operations at all times.  Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

  • Frequent contact with the Tribal community including tribal youth, families, departments and employees within the organization, members of the general public as individuals or groups, including federal agencies for the purpose of developing, maintaining and foster professionalism and confidence in Tribal Operations and programming. 

 

Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of grants management.
  • Knowledge of varying program evaluation methodologies.
  • Knowledge of Native American traditions and culture. 
  • Knowledge of appropriate resources and referral agencies.
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and PowerPoint.
  • Skill in coordinating and planning programs and other educational and outreach activities.
  • Skill in qualitative and quantitative data analysis including knowledge of SPSS, ATLAS or other analysis software.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain positive and effective working relationships with other employees and the public.
  • Ability to maintain confidentiality.
  • Ability to work independently and meet strict time lines.

 

Physical Demands:

  • Frequent use of hands, wrists, fingers associated with computer equipment.
  • Required to sit for extended periods of time.
  • Frequent walking, lifting, and reaching. 
  • Normal visual acuity, ability to talk and hear.
  • Occasionally lift and/or move up to 20 pounds.

 

Work Environment:

  • Normal office environment and community setting.
  • Mandated reporting of abuse and neglect can lead to personal challenges with exposure to victims of abuse.
  • High incidence of exposure to communicable diseases and blood borne pathogens evident in mental health and substance field. 
  • Extended hours and irregular shifts may be required. 
  • Travel may be required.

Job Requirements

  • Bachelor’s degree in Social Sciences.
  • Master’s degree preferred.   
  • Two years’ experience in clinical social work or behavioral health service delivery.
  • Demonstrated experience in working collaboratively across multiple organizations, community systems and cross-disciplines. 
  • Experience in managing grants preferred.
  • Proficient in Microsoft Office Suite.
  • Must have reliable transportation.
  • Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.

 

License, Certification, or Special Requirements:

  • Obtain HIPAA certification within five business days of hire.
  • Must have a valid Michigan Driver’s License and must be able to obtain and maintain a Tribal Driver’s License and qualify for coverage by SCIT auto liability insurance carrier. 
  • Native American preference shall apply to all positions.
