Job Description
The following duties are typical for the Chief Financial Officer. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Works to develop, update, organize, implement, direct and evaluate the organization's fiscal function
and performance.
- Prepares and presents, in conjunction with the CEO, a timely, complete, accurate and feasible draft annual budget to the Board for final review and approval including a set of assumptions upon which the budget is prepared.
- Works cooperatively with an approved external auditor to assure that an effective annual audit and management letter are completed making all appropriate changes and improvements based on auditor recommendations.
- Grants and Fiscal Contract Management; Responsible for compliance with reporting requirements, Produces projected budgets and budget justification for grant requests and purchase of service contracts, Maintains an adequate record keeping system for grant monitoring, including all reimbursements and draws.
- Monitors the medical billing process to ensure compliance and efficiency.
- Accounts Payables and Receivables; Ensures all purchases and expenditures have authorized approvals. Ensures that expenses are accurately coded. Maintains computerized accounts payable and receivable systems.
- Responsible for the preparation, printing and disbursing of all non-payroll checks, ensures they contain proper signature authority.
- Maintains check register for accurate daily cash balance.
- Prepares accurate and timely monthly financial reports for presentation to the CEO and Business Affairs Committee of the Board along with acceptable explanations of all significant variances of actual-to-budget performance.
- Assures that all financial operations and procedures are conducted according to accepted general accounting principles.
- Evaluate data and advise the CEO on the impact of long-range planning, introduction of new programs/strategies and work flows to achieve financial stability.
- Enhance and/or develop, implement and enforce fiscal and billing policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation.
- Provide technical financial advice and knowledge to others within the financial discipline.
- Participate in continual improvement of the business' financial viability and long term success through education of staff on financial issues impacting the agency.
- Assists the CEO in collaborating with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the rapid growth objectives of our organization.
- Provides strategic information to the CEO to assist decision-making issues affecting the organization.
- Optimize the handling and direction of all financial processes and initiate appropriate strategies to enhance cash position.
- Develop a reliable cash flow projection process and reporting mechanism that includes projecting minimum cash thresholds to meet operating needs.
- Be an advisor, from the financial perspective, on any contracts into which the corporation may enter.
- Evaluate the Agency department structure and team plans for continual improvement of the efficiency and effectiveness of departments and provide CEO with feedback.
- Represents HKH in the community and at AHARO meetings.
EDUCATION, EXPERIENCE & QUALIFICATION GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
Preferred college degree in accounting with knowledge of accounting principles and compliance audits. Minimum 5 years of relevant experience including personnel management, GAAP and Audit, Financial systems, grant management, and reporting. Good work ethic, communication skills and leadership qualities. Must have knowledge of software and/or other current accounting computer applications.
