POSITION FUNCTION SUMMARY

Under the direction and delegation of the Behavioral Health Director, the Behavioral Health Psychologist is responsible for rendering Behavioral Health care in assigned areas concerning individualized assessment, treatment planning, treatment, care coordination, evaluation and documentation for HICHC patients. The Behavioral Health Psychologist provides these services in accordance with dependent and independent Behavioral Health functions and in accordance with recognized Behavioral Health techniques, procedures, and established standards based on the scope of the Psychologist’s license.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position may have various work assignments within HICHC. This description is intended to be generic in nature, and as such it does not detail all duties and responsibilities of the job assignment. Various duties, responsibilities and accountabilities may be assigned to an incumbent in this position depending on clinic needs, and may include but not be limited to the following:

• Supports HICHC providers in the delivery of health care to the patients by providing or assisting in providing appropriate behavioral healthcare in each designated clinic setting as needed.

• Conducts assessment of the patient’s behavioral health status and the role behavioral health related topics are playing in the patient’s general health status.

• Treatment planning in a cost-effective comprehensive way to meet the patient’s needs and support other HICHC providers in meeting the patient’s needs.

• Treatment delivery to patients the Behavioral Health Psychologist has assessed or to patients assessed by other HICHC providers, in accordance with the treatment plan.

• Care coordination and communication with, and referral to, other HICHC providers as well as with community providers, and with other community entities, as appropriate given the patient’s care needs, and applicable confidentiality regulations, policies and procedures.

• Evaluation of patient progress and subsequent adjustment of the treatment plan and treatment delivery as needed.

• Educates patients by disseminating patient information and literature relating to behavioral health for all age categories and acts as patient advocate; identifies and develops new in house and community resources; assists with problem solving.

• Accurate and complete documentation of assessments, consultations, and treatment plans, treatment delivery, care coordination, communication with outside entities and telephone contact with patients within 24 hours or in accord with Behavioral Health standards and HICHC policies and procedures. All records are in the exclusive custody of HICHC.

• Submits all billing and charges accurately and in a timely way.

• In addition to providing services associated with direct behavioral health care, the Psychologist may also be assigned tasks associated with grant work or other work in support of behavioral health services and of HICHC in general.

• Provides support in the overall operation by acknowledging, adhering to, and implementing overall organizational and medical policies and operating procedures of HICHC.

• Maintains compliance of the clinic with state licensure by enforcing Quality Assurance protocols of HICHC for quality patient care. Complies with the ethics and professional standards of the Psychologist’s licensed profession, including all applicable confidentiality standards.

• Maintains and updates professional licensure and credentials and knowledge and skills. Maintains clinical proficiency by attending continuing education or seminars related to job responsibilities as assigned or approved by the Behavioral Health Director.

• The Behavioral Health Psychologist shall not accept any fees, compensation, payments, or receive or realize other things of value, as a result of rendering professional behavioral health services and related services at the Center, and all such fees, compensation, payments or other things of value for such professional services shall belong to and be paid and delivered to HICHC unless otherwise agreed in writing between HICHC and the Psychologist.

POSITION SPECIFICATIONS

Requirements of Position

Education and Experience

• A Doctoral degree from an accredited college or university Behavioral Health program.

• Three years of increasingly responsible Behavioral Health experience beyond master’s level training (community health care setting preferred.)

• Hawaiʻi State licensure or certification in Behavioral Health (i.e. PhD, PsyD etc.) or the ability to apply for state licensure or certification in a timely way is required.

Knowledge, Skills and Abilities

• This position requires advanced knowledge of Behavioral Health care including individualized assessment, treatment planning, treatment, care coordination, evaluation and documentation.

• Ability to use a computer to enter and retrieve patient data to complete a discharge plan, write correspondence or reports and aggregate and summarize data.

• Ability to work on multiple tasks within established deadlines.

• Ability to work independently under the general direction of the Behavioral Health Director, following instructions as needed for work completion.

• Ability to take the initiative to resolve patient concerns and problems.

• Must be able to work independently in the absence of supervision unless still in the process of licensure.

• Demonstrates team work, leadership and followership skills.

Language Skills

• Ability to read and interpret documents such as behavioral health and medical records, safety rules, operating and maintenance instructions, procedure manuals, accreditation standards and guidelines, etc.

• Ability to write at a moderate master’s degree level of competence, including internal reports and memoranda.

• Ability to communicate with diverse groups of people to include staff and providers and patients and their families to achieve good clinical results and to make patient visits a pleasant experience.

• Preferred fluent in both English and Spanish or another common local language, and sensitive to the multicultural nature of the service area population. Communication must be accurate and understandable by the recipient. If unable to do so, employee is required to secure the assistance of a co-worker or translation services with the appropriate language skill.

PHYSICAL CHARACTERISTICS/WORKING CONDITIONS

Environment: The noise level in the work environment is usually moderate. There are no known environmental hazards on the premises. Work environment is often stressful. Work is mostly inside, and normal office worker safety precautions and practices are required. Incumbent will be exposed to patients' conditions and some-unpleasant sights, smells and contagious diseases including virus, disease and infection from patients and specimens in working environment. All employees are offered the opportunity to receive the Hepatitis B vaccination series.

OSHA: This position performs tasks that involve exposure to blood, body fluids, or tissues; normal medical safety precautions and practices are required

Work Hours: Eight- or Ten-hour work days. Overtime may be required. This position is exempt under the provisions of the Fair labor Standards Act (FLSA) and is not subject to the policies and procedures pertaining to overtime hours and premium pay.
