Job Title: Director of Personnel Development (DPM)

Position Class: Exempt

Department: CCHS Admin

Service Site: CCHS Admin & other sites as needed.

Direct Supervisor: Chief Executive Officer

Time Allocated: Full-time

Salary: $70,000 to $90,000

Summary:

Cabin Creek Health Systems (CCHS) is a Federally Qualified Health Center (FQHC), Patient Centered Medical Home, with six integrated health centers, and five School Based Health centers, and is continually planning expansions and new program developments. CCHS offers many services including primary care, dentistry, 340B pharmacy programs, behavioral health, robust substance use treatment, pulmonary rehab, and many more.

The DPM is a member of the senior leadership team of CCHS with responsibility for facilitating the recruitment and continuing education of CCHS staff members including physicians, non-physician medical and BH providers, pharmacists, nurses, and care managers, etc. They will be expected to collaborate with department leaderships to develop and maintain job descriptions. Additionally, the DPM will oversee routine trainings and ensure compliance with federal and state regulations, as well as working with appropriate CCHS team members to facilitate and develop additional training opportunities to fill in and mitigate gaps in knowledge for staff.

The DPM will maintain the mission and vision of CCHS, and work collaboratively with CCHS leadership, teams, and Board of Directors in the execution of their duties. The DPM will work particularly close with the CCHS Chief Operating Officer, or designee; CCHS Chief Financial Officer, or designee; the CCHS Chief Executive Officer, or designee; the CCHS Chief Medical Officer, or designee, the CCHS Quality Director or designee; specific team, program, or service leaders; and other CCHS educational programs. The DPM will be directly supervise the Human Resources Director, and any team members in that service. More specific job functions, job features, useful skills, and knowledges are listed below.

Core Responsibilities:

  1. Recruitment
  • Work with the appropriate clinic and/or department leadership to recruit for provider staff and other team members.
    1. Appropriately screen and prioritize applicants for review.
    2. Assist in the communication and facilitation between applicants and department leads.
    3. Engage with recruitment agencies, including academic programs, to recruit as appropriate in various environments including conferences, academic programs, or through other CCHS educational programs.
  • Collaborate with other members of the Senior Leadership Team to develop, plan, and facilitate a new employee orientation and on-boarding program.
  1. Oversight
    • Oversee the Human Resources Department and supervise the HR Manager.
    • Work with department leaders to maintain accurate and up-to-date job descriptions for all employees.
    • Ensure organization compliance with federal and state regulations – e.g. make sure that all employees complete required annual training (s), sign appropriate forms, and have necessary documentation in their personnel file.
    • Visit each health center monthly to check-in with clinic managers and discuss any HR issues.

  1. Specific Skills Training
  • Work with other CCHS leaders to develop or facilitate trainings or certifications to manage identified skills deficits in staff.
  • Offer bi-annual trainings for staff in supervisory roles.

  1. Meetings and Conferences
  • Routinely attend individual health center staff meetings to offer trainings related to compliance or human resources.
  • Assist in the development and facilitation of quarterly staff trainings.

Education and Experience

  • Bachelors level education required, Masters preferred. Understands the following: community health center mission and principles of operation; human resources laws; how to conduct meetings that work; how to teach and encourage staff development; effective expression verbally and orally. Dedicated to quality health care for underserved populations.

Physical/Environmental

  • Prolonged periods of sitting, some bending and stretching. Lifting and carrying of items weighing up to 25 pounds. Requires manual dexterity to operate office equipment, normal range of hearing and vision.

Travel

  • As necessary, reliable transportation is required.

Office Environment

  • Work is performed in an office environment with occasional evening and weekend work required. Involves contact with staff, patients, the public and external agencies.
