Sign Language Interpreter

Location: The Candidate shall provide interpretation on-site at the St. Paul District Headquarters, online as needed, and at other locations (off-site) as needed.
• Schedule: The candidate is to provide services on an as needed basis.

Job Overview:

The Candidate is needed to provide on-site, off-site, and online interpreter services for meetings and
various other assignments for the deaf and hard of hearing employees on an as needed basis for the
U.S. Army Corps of Engineers (USACE), St. Paul District to include interpreting simultaneously from:

  • American Sign Language (ASL)
  • Pidgin Sign English (PSE)
  • Conceptually Accurate Signed English (CASE)
  • Signed English
  • Signed Languages mentioned above (in reverse) to spoken English.

Responsibilities and Duties:
• A sample list of on-site interpreting events is provided below. This list is not fully inclusive and
is subject to change dependent upon the requirements of USACE:

  1. Staff meetings
  2. Commemorative programs
  3. Award ceremonies
  4. Safety talks / training
  5. Discussions on work procedures, policies, or assignments for formal and informal settings
  6. Quarterly performance discussions
  7. Annual performance appraisals
  8. Disciplinary discussions
  9. Basic staff training / classroom training
  10. Interviews
  11. All hands meetings
  12. Other ad hoc assignments are similar in nature on an as needed basis.

The Candidate shall perform interpreting services for USACE, the bulk of which at the St. Paul District Headquarters, 1st National Bank Building, 332 Minnesota Street, St. Paul, MN 55101.

Other facilities may include, but are not limited to, remote sites in Minnesota, Wisconsin, North
Dakota, South Dakota, and Iowa.

Interpreter Conduct. Interpreter(s) shall be dressed in business or business-casual attire.

Qualifications:

Candidate shall have:
• Interpreters must demonstrate fluency in expressive and receptive skills in oral spoken English
into signed English and American Sign Language (ASL), Pidgin Sign English (PSE), Conceptually Accurate Signed English (CASE), Signed English and the reverse to spoken English; ability to accurately interpret in a variety of settings; and ability to keep pace with communications in conferences, meetings, seminars, training classes, etc.
• A copy of the candidates RID/DODHH card and their Minnesota certification should be provided.
Before any interpreter works at/for USACE, the interpreters' professional folio shall be sent and
reviewed by the Government. The sign language interpreter(s) certification information shall be
kept up to date and current copies of all applicable documents including, but not limited to
updated / renewed licenses shall be on file.
• Interpreters must possess a high level of language proficiency in English and sign language and
must be able to demonstrate to the satisfaction of USACE that they are competent interpreters who
can render spoken discourse accurately from English into sign language and from sign language
into spoken English, and as appropriate, perform interpretations in the simultaneous, as well as
consecutive modes and/or render sight translations with a high degree of accuracy.
