THE POSITION


The Washington County Sheriff's Office is actively recruiting for a Criminal Records Specialist I/II position! This is an opportunity to apply your best skills in a broad array of administrative responsibilities and receive comprehensive, on-the-job training. In this role, you will provide vital support to the Sheriff's Office by using a wide variety of specialized software systems which provide information that supports law enforcement officers, criminal court operations, and other jurisdictions. Additionally, you will receive instruction on how to create and extract law enforcement data and provide administrative customer service to members of the public, attorneys, or insurance companies related to bail, fees, towed vehicles, or expunction of records. Criminal Records Specialist I/II work within a 24-hour per day, 7-day per week facility. Criminal Records Specialist I/II positions WILL work day, swing, and graveyard shifts on any day of the week, and MUST be willing to work on holidays and weekends.

Criminal Records Specialist I: $24.64 - $31.43 per hour
Criminal Records Specialist II: $27.18 - $34.69 per hour

ESSENTIAL JOB DUTIES
  1. Acts as a cashier and receptionist; receives payments for bail, fingerprinting, towing, or other fees and fines; verifies payment information is correct using various databases; explains acceptable payment method(s); issues receipts or change due to customer; balances cash drawer at end of shift; answers phones and greets people in person; answers questions and explains policy or procedures; and refers people to services or gives directions.
  2. Coordinates court schedule for deputies; administratively manages and coordinates subpoenas to be served by appropriate law enforcement staff; writes police reports for no-suspect crimes; and expunges records as directed by courts.
  3. Enters and retrieves wants and warrants; retrieves wants and warrants for deputies and researches information to ensure the warrant matches the correct individual.
  4. Records entries for restraining orders using data from law enforcement data bases; updates new data received from courts; enters data into various databases for Washington County and other jurisdictions; enters police reports into database; and scans police reports, criminal citations, and case dispositions.
  5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  6. Receives scanned criminal reports and collates in numerical order; reads and codes reports and portions of reports according to Oregon statute charges or property type violations; verifies that reports contain correct coding and information; and researches and adds missing information.
  7. Enters crime and criminal data into law enforcement database(s); and extracts data, cross-referencing information to respond to time-critical requests from deputies and police officers in the field, court officials, the district attorney's staff, or other jurisdictions.
  8. Receives information from the public by telephone about criminal activity; determines if police contact is needed; obtains personal data and account of the incident; writes narrative of the event; receives reports from other jurisdictions and creates narrative reports; researches proper criminal code and code reports; and indicates amount of monetary loss or property damage.
  9. Responds to information requests, making determination to provide information or make a referral to a court records clerk; answers telephone inquiries from the public and law enforcement personnel; directs individuals to correct phone extension; researches information on various law enforcement databases or the internet and relays information; locates information such as names, addresses, or vehicle license plate or identification numbers; receives requests from the public for extra patrol of traffic areas; and receives information on abandoned vehicles.
  10. Distributes mail, maintains and archives various files, and orders supplies.
  11. Presents testimony related to job duties in court.
  12. Trains and orients new employees.
MINIMUM QUALIFICATIONS

Criminal Records Specialist I - Minimum Qualifications

  • Three (3) years of general administrative experience.
  • An Associate Degree may substitute for two (2) years of the experience
Criminal Records Specialist II - Minimum Qualifications
  • Five (5) years of administrative support experience. Two (2) of the five (5) years must include law enforcement or related administrative support experience.
  • An Associate Degree may substitute for two (2) of the years of general administrative support experience, but may not substitute for the law enforcement or related administrative support experience..
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • Possession of Microsoft Office Specialist certifications (MOS) is preferred but not required.
  • Some positions may require bilingual skills in English and Spanish.
  • Some positions require Notary Public licensure.
  • Must be willing to work shift assignments and any hours of the day or night, weekends, holidays, and overtime as required to operate a twenty-four-hour facility.
  • Must successfully pass a background investigation conducted by the Sheriff's Office.

Selection Process:

  1. Apply today! Instead of submitting a resume, we ask that you complete and submit an online application, which will be used to screen for minimum qualifications (MQs) and to determine starting pay in accordance with the provision of the Oregon Equal Pay Law.
  2. Minimum Qualification Review: Human Resources will screen applications for MQs beginning the week after the posting closes.
  3. Subject Matter Expert Review: Your responses to the supplemental questions will be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews).
  4. Panel Interview(s): The top scoring candidates will be invited to participate in a panel interview.
  5. Background Investigation: Candidates who pass the panel interview will proceed to a thorough background Investigation conducted by the Sheriff's Office, which takes approximately 6-8 weeks to complete.
  6. Job Shadow & Management Interview: Candidates who pass the background investigation will be invited to job shadow the Criminal Records Unit and proceed to a Management Interview.
  7. Conditional-Offer of Employment: Successful candidates will be required to pass a pre-employment drug screen.
  8. Offer of Appointment: Human Resources will conduct a salary analysis for the successful candidate(s) and extend an offer of appointment.
