UnitedHealthcare Community & State, uniquely positioned to become a recognized leader in the rapidly emerging social services space, is building an integrated model for the provision of social services. Through improved coordination, integration, analytics and execution, Community & State will expand its business to include additional government assistance programs for the underserved. Ultimately, this will reduce the overall number of underserved people and the amount of government assistance required to serve this population.

The Director of Job Training and Placement will be responsible for the operation, partner relationships, outcomes, and successes of job-related services across CCC sites nationwide (i.e., the Job Corps component of CCC pilots). They are the general manager of all jobs-related business operations, helping to define the strategy and oversee the execution across all CCC pilot sites in various states / markets. Specific responsibilities include helping to define the target population, target radius / location, key services, key partners, employer relationships for job placement, etc. The Director of Job Training and Placement will be the face of Job Corps externally to site partners and community stakeholders, as well as internally to Cardinal / Job Corps management.   

   

The Director of Job Training and Placement will also play a role in shaping the broader initiative strategy along with the CCC and Job Corps initiative leadership / management.

Primary Responsibilities:
  • Managing day-to-day operations of Job Corps services nationwide 
  • Implementing the data tool across Job Corps partners  
  • Overseeing community outreach 
  • Managing all jobs-related partner relationships 
  • Building relationships with national and local employers for job placement 
  • Identifying new jobs-related partners in future markets 
  • Managing the Job Corps P&L 
  • Responsible for jobs-related outcomes including partner outcomes, client outcomes, and UHG outcomes (e.g., signups, cost savings, etc.) 
  • Coordinating with CCC sites / Directors to ensure strategies align 
  • Working with market-wide and initiative-wide resources (e.g., helping grant writers include their jobs-related outcomes in RFPs) 
  • Service and process decisions most directly impact the external jobs partners and CCC site

 


The Director of Job Training and Placement will be responsible for multiple specific functions:   

  • Managing day-to-day operations of Job Corps services nationwide 
  • Implementing the data tool across Job Corps partners  
  • Overseeing community outreach 
  • Managing all jobs-related partner relationships 
  • Building relationships with national and local employers for job placement 
  • Identifying new jobs-related partners in future markets 
  • Managing the Job Corps P&L 
  • Responsible for jobs-related outcomes including partner outcomes, client outcomes, and UHG outcomes (e.g., signups, cost savings, etc.) 
  • Coordinating with CCC sites / Directors to ensure strategies align

Requirements

Required Qualifications:
  • At least 10 years broad experience in Management  

  • Bachelor 's degree or equivalent work experience  

  • Experience in community relations   

  • Ability to influence decision makers and work with internal and external parties  

  • Vendor management experience  

  • Strong interpersonal and communication skills  

  • Ability to build effective relationships / partnerships  

  • Ability to work effectively with a wide range of constituencies in a diverse community  

  • Experience reporting to executive leadership in a strategic partnership capacity 

  • Ability to complete complex projects and influence change in a complicated, fast paced, matrix environment 

  • Demonstrated success partnering with, leading and influencing multiple cross-functional teams responsible for complex operations 

  • Experience working within a highly matrixed environment and managing indirect resources 

  • Ability to highlight issues/problems and convey complex thoughts, written and oral, in a clear, concise and timely manner

  • Advanced knowledge of the health care industry, Medicaid, Long Term Care
