Seeking a senior MMIS functional/technical manager to act as Functional Manager for a MMIS in Operations / Maintenance Environment. This position will be responsible for the ownership and successful implementation of all operational change requests to system requirements.

Responsibilities:

Owns all client and internal requirements towards successful post implementation modification of MMIS system configurations, customizations, and changes around these requirements

As Chair of the Change control Board, ensure that implementation project requirements are aligned with the contractual requirements and that proper controls are exercised to ensure new scope items are scrutinized and accounted for correctly.

Ensures that the designs of any project specific enhancements utilize existing functionality or align as closely as possible to current system design.

Engages relevant functional and technical teams for design, development and testing activities around client requirements.

Acts as a primary client interface for design, development, and implementation activities of post implementation Change Requests.

Oversees updates to project deliverables including requirements documentation, change control artifacts, traceability matrices, etc.

Organizes project activities that may require interdepartmental meetings and communication ensuring completion of the program/project on schedule and within budget constraints.

Assigns and monitors work of functional and technical personnel, and contractors.

Establishes operational objectives and work plans, and delegates assignments to individual contributors or subordinate managers.

Oversees updates to operational policies and procedures as necessary to fulfill client submitted change requests.

Works on issues, analyses situations or data.

Establishes and assures adherence to budget, schedules, work plans, and performance requirements.

Regularly interacts with project management or senior leaders on matters concerning multiple functional areas, divisions, and/or customers.

All other duties as assigned

Requirements:

10 years of relevant experience that demonstrates progressive responsibility including 5 years of experience in a functional and/or technical management role on an MMIS development or maintenance environment

* Project management experience and PMP certification preferred

* Able to excel in a face-paced environment with tight deadlines

* Excellent oral and written communication skills

* Required to be at on-site client location one week per month or more often as needed to complete project deliverables.
