Wireless Core Network Manager - Full-time

A successful Core EPC Engineer will have the following:

• BS or MS in Electrical Engineering or similar field
• Proven knowledge of broad spectrum of radio and network protocols spanning IoT, LTE, 4G, 3G, 2G and WLAN based wireless broadband networks.
• Proven knowledge of IP technologies such as MPLS, PBB-TE, MGCP, SIP, RTP, Mobile IP, etc. and web based services platforms.
• Strong demonstrated experience within the wireless industry, specifically Core and EPC Engineering Design, Optimization and managing the performance (KPI) of  Core network.
• 5+ years managing Core and EPC Engineering and or Consultancy teams from requirements definition to final design deliverable.
• 5+ years project management experience of Network Design and  data center build out tasks associated with the Wireless Build out Plan of Record.
• Has deployed a Greenfield Wireless Core Network as part of total build out experience.
• Proven experience drafting core and transport technical requirements for a Master Supply and Services Agreement.
• Proven experience managing a Vendor to the agreed upon SOW entrance/exit criteria as well as deliverables.  Ensures that any change in project Scope / Time / Cost follow the Change Order Process.
• 5+ years of LTE EPC Design Experience. (MME, HSS, S & P GW, PCRF, Security Platforms, Core and Edge Routers, Aggregation Network Elements, …….)
• Strong background with understanding device and mobile performance challenges in an operational network specifically as they relate to the uSIM and the HSS.
• Deployment experience with Nokia, Huawei, Ericsson wireless networks is a plus.

This person will be responsible for the design and delivery of the end-to-end NB-IoT EPC based core network. Successful candidate will have a comprehensive understanding of wireless communication principles and theories as they apply to the design, operation, and optimization of wireless networks. Candidate will be driving to closure Core Design requirements and deliverables for a Definitive Agreement; from solution design, to High Level Designs, to Low Level Designs, to Database build and finally the successful implementation and handover to Operations.  This is a key position at DISH headquarters which requires supporting cross-functional, national design and deployment teams, engineering teams, and  field operations teams in technical trials and evaluations of Nationwide NB-IoT network. The position also requires close collaboration with other technical and non-technical groups within DISH therefore strong program management and matrix management skills are required.

Responsibilities will include the following:

• Has the overall responsibility for the design, optimization and performance of a Greenfield wireless IoT Core network.   This includes at a minimum solution design, High Level Designs, Low Level Designs, CIQ for Data build and to successful handover of solutions to Core Operations for implementation
• Maximizes the use of existing Dish Core Network elements to decrease the cost of  the network build
• Manages operational and work assignments of the an Core / EPC Design teams to ensure consistency of approach and design assumptions associated with each EA design.  Works with the Transport  and RF Engineering leads to ensure the end-to-end network connectivity occurs between the device and the IP network.
• Supports the Definitive Agreement negotiation teams by ensuring Core and EPC Design requirements, KPI and End-to-End Performance metrics are documented in the Agreement as well as defining the test cases that will ensure the delivered network meets the documented requirements.
• Manages the Core and EPC Installation, Commissioning, Integration Tasks through Acceptance Test cases to ensure contract deliverables and performance objectives are met.
