POSITION SUMMARY:


Provides benefits expertise to HR Benefits Administration serving all of Change Healthcare business units. Ensures operational excellence and provides oversight to all transactions and processes for all health and welfare, retirement, deferred compensation,
401k, wellness, relocation, immigration, tax compliance and expatriate benefit program administration activities. Reports to the leader of Benefits Administration.


Key Responsibilities:


Consultation with Vendors:


- Partners with multiple stakeholders to ensure consistent program interpretation and application of provisions when responding to escalated issues, requests, power of attorney processes and workflows as well as facilitation of the appeals to the Global
Administrative Benefits Committee.


- Responsible for day to day activities of benefits administration projects. Ensure operational performance of vendor/partners to ensure exceptional service levels based on agreed upon contractual performance metrics.


- Consults with vendors directly by conducting monthly update meetings and quarterly operation reviews with vendors including Center of Expertise to ensure all performance metrics are met in contracts and SLAs are being met.


- Partner with COE on design issues that cannot be implemented or implementation issues, working with 3rd party vendors on system integration requirements, payroll deductions, system user acceptance testing, review of employee communications, etc.


- Consult with vendors and COE team to ensure effectiveness, consistency and accuracy in administering domestic and international relocations and provide support and expertise for escalated issue resolution.


Process Leader:


- Manage process initiatives to drive operational excellence and exceptional customer service in the management and operation of company-wide employee benefit programs (Wellness, Health & Welfare, Retirement, Deferred Compensation, 401k, Relocation, Immigration,
Tax Compliance and Expatriate benefits programs, policies and procedures.


- Provide support to mobility team in connection with the relocation program, immigration/visas, expat/inpat assignments and tax compliance.


- Maintain continuous process, systems and technology improvements in response to administrative and operational modifications from COE.


- Administration tasks include COBRA subsidy processing, HR/Payroll data cleanup, annual ABBR updates, creating eligibility file for DCAP, validation of distributions processing, uploading of interface/enrollment files and production of documents in response
to auditor s requests. Manage the process for production, review, approval and distribution of various legally required reports and notices.


- Conduct H&W meetings and program understanding sessions using materials provided by COE. Construct sample communications for COE to review and approve, including suggested changes for vendors in their talk scripts.


- Coordinate and collaborate with the COE teams to ensure processes and systems support benefit programs. Assist COE and others with H&W and Retirement analysis and requests such as benefit related information, costs/budget analysis; for example, Q&A document
review, Union negotiations and RIFs.


- Ensure company compliance with all local, state, federal and company guidelines and processes, supervise preparation of reports and applications required by law to be filed with agencies (e. g., Health Care Reform, COBRA, ERISA, SF HCSO, etc.).


- Ensure all employee benefit program appeals are documented accordingly and served up to the Chair of the Global Benefits Administrative Committee to bring forward for the appeal process.


- Consult with and advise HRBP s on mobility related matters including employee assignments, relocations, immigration and tax compliance. Escalate exceptions as per Delegation of Authority defined and approved by Audit Committee.




Requirements


Minimum Requirements:


Minimum four years of experience in benefits administration and vendor management.


Additional Knowledge & Skills:


- Strong communication and interpersonal skills for consultations


- Strong analytical, process, technical skills to ensure efficient processes and delivery of benefits


- Subject matter expert in employee benefit operations, to include H&W, Retirement, Deferred Compensation, Immigration and Expatriate/Inpatriate programs


- Collaborates with COE in setting direction for employee benefits


- Adapts departmental plans and priorities to address resource and operational challenges


- Decisions are guided by policies, procedures, business plans, receives guidance from Benefits COE team


- Provides technical guidance to employees and colleagues, and facilitates coordination of administration of benefits with all vendors


- Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of understanding of current business trends and regulations.
