Job Summary

AECOM is seeking a HR Generalist for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, KY.

POSITION DESCRIPTION

Typical Responsibilities Include:

General Duties:

  • Interview applicants for all vacancies including managerial positions.

  • Screen applicants, coordinate interview process; reference checking, applicant testing, and offer letters. Develop strategies to support the sourcing of applicants.

  • Develop staffing plans in conjunction with management.

  • Prepare affirmative action and EEO reports.

  • Develop training programs, individually and on teams. Design training activities, write and design training media and evaluation instruments.

  • Deliver training programs, individually and in teams including presentation, facilitation, and coaching.

  • Evaluate training processes (internal and external).

  • Prepare analyses on an annual basis, or as needed, to determine the competitiveness of the company's compensation levels.

  • Prepare position descriptions.

  • Conduct job evaluations and coordinates approval process.

  • Monitor performance management system for compliance with company policy and prepare reports to identify rating distributions.

  • Counsel employees on benefit plan options and employee eligibility.

  • Assist in the preparation of benefit plan communication.

  • Maintain benefit records.

  • Assist in Human Resources Information System design, development and enhancements while processing personnel actions.

  • Prepare or supervise preparation of complex statistical reports and summaries.

Relocation assistance may be provided.

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Minimum Requirements

Basic Qualifications:

  • Bachelor degree in business administration, personnel management, industrial relations, human resources, or related field and 3 years' job-related human resources experience

  • Associate degree in business administration, personnel management, industrial relations, human resources, or related field and 7 years' job-related human resources experience

  • High school diploma or equivalent and 11 years' job-related human resources experience

Minimum Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access

  • Must be computer literate in common software applications and able to operate general office equipment

  • Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement

  • Ability to apply sound professional judgment in solving a variety of complex and difficult problems requiring the use of initiative, ingenuity, and creativity

  • Good communications (verbal and written), organizational and analytical skills

  • Knowledge of state and federal human resources laws, policies and procedures and their application in the day-to-day working environment

  • Under limited supervision, be able to perform complex work requiring independent judgment and the application of advanced theories and principles

  • Must be able to multi-task and prioritize work to meet deadlines

Preferred Qualifications

Desired Qualifications

  • Experience in Government contractor human resources environment

  • Knowledge of the Service Contract Act (SCA) and Office of Federal Contract Compliance Program (OFCCP) compliance

  • Senior Professional of Human Resources or Professional of Human Resources certification

  • Demonstrated success in internet-based recruitment

  • Previous full-cycle recruiting experience of technical, engineering and management candidates as a corporate or agency recruiter

  • Strong background in Employee and/or Labor relations

  • Certified Internet Recruiter (CIR) or other recruiting certification
