Position Purpose:
The strategic Sourcing Manager will be for our San Antonio, TX office and will lead outsourcing initiatives and the processes for selecting and managing outsourcing providers. Administer contractual agreements with outside vendors for outsourcing services, including the negotiation of contracts and contract amendments.  Act as the procurement liaison to ensure the organization's outsourcing needs are met. Directly negotiate business terms with vendors in support of outsourcing strategies.
 
Essential Job Functions: 
The incumbent must be able to perform all of the following duties and responsibilities with or without a reasonable accommodation.
  • Own, develop, manage and execute programs for all assigned outsourcing services. Prepare strategic plans and manage the planning of RFIs and RFPs as contracts expire.  Competitively bid and negotiate purchase requests to reduce overall acquisition costs.  Prepare purchase orders and contracts in accordance with the approved policies and procedures, ensuring that such commitments are within budget.
  • Manage the outsourcing vendor selection and negotiation process to ensure the needs of the company are being met. Establish and maintain contractual and business relationships with vendors. Monitor contract compliance and adjust outsourcing strategies based on changing business needs.  Ensure strategies are implemented and cost reduction is realized.
  • Work collaboratively with internal clients and suppliers to quantify requirements, timing and scope to fully manage supply chains in assigned categories. Create secondary supply strategies for critical products and services and lead identification and development of long term alternate sources.
  • Evaluate suppliers based on qualitative and quantitative data gathered regarding performance, quality, competitive pricing and service level metrics and review this data with the suppliers, establishing goals. Perform fact-based analysis to allow for objective decision making, including total cost of ownership (TCO) opportunities.
  • Maintain visibility into business partners’ needs.  Lead, guide and manage internal clients with regard to details on specifications, service level agreements (SLAs,) Statement of Work (SOW,) deliveries and costs.  Challenge business partners to consider additional cost effective strategies.
  • Lead the competitive bid process, negotiation strategy development and conduct negotiations with suppliers. Negotiate contract terms for master agreements, schedules and amendments in conjunction with legal and business partners.
  • Oversee the supplier qualification process.   Lead supplier on-boarding activities, training and coordination for all new suppliers. Develop an understanding of future business objectives in order to design and implement consistent and efficient processes and systems for the acquisition of professional services
  • This position may have day and night domestic and international 
 
Supervisory Responsibility:
 This position is responsible for management and administration of multiple lower level Sourcing Managers, Commodity Specialists and Sr. Commodity Specialists.  This position leads and manages cross-functional work groups.
 
 
Work Environment:
The majority of job duties are conducted while seated indoors at a computer terminal, with little or no exposure to hazards. Overnight domestic and international travel may be required.
 
Education/Experience:
  • Bachelor’s Degree preferably in Business, Supply Chain, or Procurement; Master’s Degree preferred; equivalent combination of education and relevant experience may be substituted for a degree. 
  • 7 to 10 years procurement and supplier management experience, and a demonstrated track record in successfully developing, negotiating and managing multimillion dollar, complex contracts required; professional services sourcing experience strongly preferred.
  • Advanced experience developing moderately complex cost and financial models with financial accounting.
  • Requires strong drive for continuous process and productivity improvement with experience in Six Sigma and Lean initiatives.
  • Advanced negotiation skills and ability to develop successful relationships with internal and external customers.
  • Excellent communications skills with the proven ability to lead, influence and motivate others.
  • Strong background and experience sourcing goods and services is a must. 
  • Must be able to demonstrate an advanced understanding of legal concepts and principles as they relate to: Confidentiality, Service, Investigator and Consulting agreement.
