La Crosse County leaders are committed to provide a supportive and inclusive work environment and are dedicated to your learning and development to grow in an organization that is deep in talent.brbrThe Emergency Management Specialist assists the Emergency Management Coordinator in developing and implementing comprehensive emergency management programs in accordance with local, state, and federal laws, rules, regulations, and plans. nbsp;In direct coordination with the Emergency Management Coordinator, maintains the Emergency Planning and Community Right-to-Know Act (EPCRA) files and databases. nbsp;The position will also assist with the annual completion of the State emergency management Plan of Work (POW) as outlined in the Emergency Management Performance Grant (EMPG). nbsp;The position performs other related duties as necessary, appropriate, and assigned by the Emergency Manager Coordinator. Works under the direct supervision of the Emergency Management Coordinator. Responsible for ensuring EPCRA compliance in County with respect to federal, state, and local statutes.brnbsp;brPrepares of quot;Off Sitequot; plans for Emergency Planning and Community Right-to-Know Act (EPCRA) planning facilities.brnbsp;brOrganizes and maintains records for the EPCRA Program including files for all facilities required to submit documents in compliance with EPCRA regulations. nbsp; Establishes and maintains quot;Public Right-to-Knowquot; files.brnbsp;brReviews of facility documentation for completeness and consistency with regulations and follow-up contact with facility representatives to assist in achieving compliance with EPCRA requirements.brnbsp;brAssists in administration of all EPCRA grant programs through authorship of grant proposals and the subsequent programming and management of awards. Establishes and maintains grant-related records for audit requirements.brnbsp;brOrganizes and conducts exercises that meet EPCRA requirements: table-top, functional, and full-scale exercises.brnbsp;brProvides administrative support for Local Emergency Planning (LEPC) meetings through documentation of minutes, report preparation and maintenance of all LEPC records.brnbsp;brAnnually, maintains all Tier-Two (response plan required) information for reporting and planning facilities following state and federal guidance.brnbsp;brCompletes the annual LEPC administrative requirements to include the publishing of the EPCRA Notice of Public Availability annually. Annually updates and maintains off-site facility plans. Develops off-site plans for new facilities that use, store, or manufacture hazardous materials.brnbsp;brstronguESSENTIAL FUNCTIONS – EMERGENCY MANAGEMENT/u/strongbrAssists in the development and maintenance of the entire County Emergency Operations Plan with annexes/Emergency Support Function’s annually.brnbsp;brDirectly contributes to management of all component phases of the Emergency Management Performance Grant (EMPG); contributes to County program of work goal achievement.brnbsp;brAssists and supports development of the all-hazard mitigation plan; conduct ongoing maintenance, as appropriate.brnbsp;brCoordinates with local volunteer and non-government entities: Amateur Radio Emergency Services/Radio Amateur Civil Emergency Services (ARES/RACES) group, American Red Cross, United Way, etc.brnbsp;brSupports emergency operations center (EOC), incident command post (ICP) or other related operations as directed.brnbsp;brConducts and/or coordinates damage assessments using the Uniform Disaster Situation Report (UDSR).brnbsp;brResponds to emergencies that may threaten life or property./ph2Minimum Qualifications/h2pul style="margin-bottom: 3.0pt;"liWorking knowledge of Chapternbsp;323 of Wisconsin Statutes and emergency management preparedness planning.liWorking knowledge of EPCRA.liAbility to plan, coordinate and supervise activities of a wide variety of public officials, volunteers and projects.liAbility to speak effectively before public gatherings; good oral and written communications skills.liAbility to craft and deliver multi-media presentations.liAbility to make sound judgments and decisions during emergency or stressful situations.liAbility to work under generally safe and comfortable conditions where exposure to environmental factors such as toxic agents may cause discomfort and poses little risk of injury.liAbility to maintain regular, consistent and reliable attendance./ul/ph2Other Qualifications/h2pul style="margin-bottom: 3.0pt;"liExperience with law enforcement, firefighting, emergency services planning or emergency management planning; and the requirements of the EPCRA.liPreference for bachelor's degree in Planning, Public Administration or relatednbsp;andnbsp;minimum of one year experience; OR three years of progressively responsible experience in public safety planning, and some related training.liExcellent communication skills; strong computer skills, high degree of professionalism.liValid driver's license and vehicle, or access to reliable transportation for county-wide travel.liPreference for applicants who have completed the Wisconsin Emergency Management Association's Certified Emergency Management Professional certificate program.liMust complete required training in accordance with the Wisconsin Emergency Management EMPG-funded Personnel Required Training directives and the annual Plan of Work agreement.liCompletion of periodic training courses is expected to retain core emergency management competencies and to develop new skills.liMay consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities./ul/p
