pIn partnership with the United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS), ELYON International is recruiting Engineering Technicians in New York state. The ELYON Engineering Technician (Civil) will be an integral part of the NRCS Team and provide support for a variety of programs, projects, and special tasks. Work must be completed in accordance with NRCS policies, guides, and the state Field Office Technical Guide (FOTG). The anticipated workload will require working outdoors in the field, in the office, and other business locations and environments./p
ul
liDuties shall include but not be limited to:
ul
liAssisting agency staff with project planning, documentation and implementation both in brthe office and in the field./li
liInventorying and evaluating potential new project sites to support conservation practice brsystems./li
liAssist and complete required engineering surveys to support future designs and brconstruction project layout./li
li Assisting with development of engineering design calculations, drawings, specifications, brcost estimates, asbuilts, etc./li
liAssist and complete construction inspection of construction projects during construction brand report findings to the appointed government representative or responsible NRCSbremployee./li
liEvaluate and assist with evaluating construction materials to verify that they meet or brexceed specifications – this shall occur during construction activities but shall also brinclude going to rock quarries to verify required material size requirements and material brquality requirements./li
liDevelop, maintain, and complete construction project job diaries as required./li
liCommunicate daily, or as needed with NRCS employees, the design approver, owner and brothers on construction projects for progress updates, project coordination, potential brproblems, substandard construction work, potential needs for contract design, cost, or brspecification modifications./li
liKeep track of ongoing quantities for construction projects, and make NRCS employees, brthe design approver, owner and others aware of potential quantity overruns./li
liAssisting with non-inherently governmental and non-sponsor paperwork processing and bractivities/li
liVerify that all construction projects assigned are following the required construction brspecifications and are following all required permit regulation requirements and keep brfiles that document these activities, including but not limited to manufacturer’s material brspecifications, quality of construction work, equipment breakdowns, substandard brmaterials, OSHA construction safety violations, regulatory permit violations, material brtesting results, communications with contractors, landowners, agency personnel, material brproviders, regulatory personnel, local unit of government Sponsors, NRCS employees, brthe design approver, owner, other appointed Construction Inspectors, various county and brdistrict employees, and others/li
liProvide documentation that is accurate and complete, this will require the gathering of brinformation, recording of data, establishing and maintaining files, and transmitting the brinformation in the required format to the appropriate personnel./li
liContractor employee shall have a working knowledge of AutoCAD Civil 3d 2016, or brsimilar technical and agency software, and the capability to be trained on such technical brand agency software to improve skills. Actual experience and formal educational training brare desirable when available./li
liContractor employee shall with appropriate guidance develop and complete engineering brdrawings, modify AutoCAD Civil 3d 2016 drawings to the point of completing many brstandardized NRCS drawings, modify and develop new drawings when needed. The brContractor employee will interpret these and other construction drawings and br9 specifications, explain these interpretations to contractors, landowners, agency personnel, brmaterial providers, regulatory personnel, local unit of government Sponsors, NRCS bremployees, other Construction Inspectors, and various county, district employees and brothers./li
liContractor employee will, after appropriate training and support on agency equipment, be brable to independently download survey data, and produce contour maps/drawings when brneeded. Contractor employee shall be able to analyze data to produce surfaces, profile brviews and sections views from the surveyed data./li
liContractor employee will review and provide comments to NRCS staff on construction brdrawings and specifications developed by NRCS or others when needed to verify brtechnical adequacy and accuracy of the materials and documents in question./li
liContractor employee will have either a working knowledge of or the willingness and brcapability to be trained on a variety of surveying equipment. Contractor employee shall bruse and troubleshoot setup problems for various forms of surveying equipment, self brlevelling levels, total station equipment, data collectors, GPS total stations, etc. Following brinitial training on agency specific equipment, the contractor employee shall be able to brindependently operate such equipment and will train others on its use./li
liThe Contractor employee will be expected to independently work with agency specific, brTEAMS, SharePoint sites, shared drives and computer systems which may require some brinitial training./li
liCommunicate effectively both verbally and in writing with appropriate contractors, brlandowners, agency personnel, material providers, regulatory personnel, local unit of brgovernment Sponsors, NRCS employees, other Construction Inspectors, various county brand district employees and others as needed on all assigned projects. /li
liMuch of this work will be conducted outside in various weather conditions, and in brvarious environments. Much of the work will be conducted in and around water bodies. brThe Contactor employee may expect to be working in wet conditions, on construction brsites with numerous pieces of heavy equipment, along state, county, and city roads where brtraffic will be ongoing, in agricultural areas where wildlife and livestock will be brcommonly present, around Confined Animal Feeding Operations (CAFOs) where brlivestock waste will be commonly present, and often being stored, and along very steep brslopes./li
liContractor employee will have a working knowledge of OSHA rules and regulations for brconstruction projects, shall follow these rules and regulations, and shall inform others brpresent what the regulations are, and when they are not being followed. Observed brviolations shall be reported to the appropriate project responsible party, government brsupervisor or other authorized agency government official. Contractor employee shall be brprovided all necessary personal protective equipment from the Contractor./li
liAssists with typing, generating, assembling, reviewing, updating, completing, and brdistributing reports, paper or digital, for inventory, dam assessment, dam inspection, brproject inspection, quality reviews, progress, and other reports required by any NRCS brProgram, initiative, database, task order or policy./li
liAssist with maintenance, repairs, and inspections of motor vehicles, as needed./li
liUtilizes a variety of computer hardware and software applications and small office brmachines, NRCS business tools and locally developed Excel spreadsheets and Access brdatabases to extract information needed to develop reports, maintain schedules, track br10 work progress, and complete assignments. The contractor employee shall demonstrate the bruse of appropriate language to communicate ideas in words and print based on the braudience and situation./li
liPerforms duties in a manner supportive of a safe and healthy work environment, and brexercises safety precautions when exposed to dangerous objects, chemicals, extreme brtemperatures, etc./li
liContractor employee will assist with preparing training materials, facilities, and tools for brstreamlining planning, design and implementation processes as assigned.br2To perform the duties of the position, in addition to driving a privately owned vehicle br(POV), the Contractor employee may be required to travel via a Government Owned brVehicle (GOV) to other locations, as needed. The employee of the Contractor shall be brallowed to use a GOV to travel from the office to established work location to established brsatellite offices as allowed by the availability of GOVs. The Contractor employee must brserve as an incidental motor vehicle operator. This involves the operation of a motor brvehicle on both public and private roads during daylight hours and occasionally after brdark. A valid state driver's license is required/li
