h2About the Department/h2pUnder the administrative direction of the Director of Community Services, oversees the operations of the Animal Control Division, including the supervision of field and support staff engaged in animal welfare and shelter services. Responsible for division management, personnel oversight, program planning, and community engagement. Serves as a key liaison with the public, animal rescue partners, volunteers, and community organizations, and is expected to represent the division’s services professionally and effectively. Duties also include performing the full range of Animal Care and Control Officer responsibilities as needed and managing staff who conduct humane euthanasia and animal disposal./ph2Position Duties/h2pstronguESSENTIAL FUNCTIONS/u/strongstrong:/strongbremEssential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledges, skills and other characteristics. nbsp; This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class./embrstronguTYPICAL DUTIES amp; RESPONSIBILITIES/u/strongstrong:/strongbrol style="margin-bottom: 3pt;"liManages the day-to-day operations of the Animal Shelter; creates, develops, markets, budgets, oversees, the operations at the Norco Animal Shelter.nbsp;/liliDevelops and implements goals and objectives for the City programs based on the demand for services and available staffing levels.nbsp;/liliInterprets and enforces federal, state, county and City laws pertaining to the care and sheltering of animals; investigates alleged animal abuse cases; issues citations and files court cases regarding animal abuse and neglect; researches and resolves animal-related disputes and citizen complaints; monitors animal welfare legislation and proposes policy and procedure changes as necessary; responds to animal-related calls for public safety.nbsp;/liliHandles complaints, prepares reports, citations, or notices of violations, maintains records and completes forms concerning animal control./liliProvides educational awareness to the community related to animal care, training and overpopulation; provides tours of and animal shelter; oversees the training and adoption of animals; organizes rabies vaccination and licensing clinics; oversees the operation, budget and maintenance of the animal shelter./liliSupervises staff involved in the receiving, assessment, medical treatment, custodial care, adoption, and humane euthanasia of animals as necessary. Hires, trains, assigns, and evaluates work performance of staff; approves leave and training. Availability to work a flexible schedule including nights, weekends and/or holidays./liliPrepares program and divisional operating budgets./liliInvolved in rescuing and sheltering animals during natural disasters and/or other emergencies.nbsp;/liliSupervises staff involved in ensuring animal welfare at community events. This includes ensuring proper animal handling, safety protocols, and emergency response planning./liliReviews present and pending legislation to determine effect on operations and programs; keeps informed on new developments in animal control methods, equipment, facilities and regulations, and recommends and implements adjustments, as necessary./liliThe Norco Animal Rescue Team (NART) functions under the direction of CalFIRE and is overseen and operates under the direct supervision of the Battalion Chief. The NART also functions as a resource of the City of Norco Animal Control Division under supervision of the Superintendent of Animal Control Services at emergency scenes as needed or requested by Animal Control Services.
