JOB TITLE: DIRECTOR PLANT OPERATIONS AND ENGINEERING


BRIEF SUMMARY:

The construction, alteration, loss prevention management function, including, but not

limited to safety, security, fire prevention. Establish goals, objectives, and standards of performance develop and implement operating policies and procedures.


PRINCIPAL DUTIES AND RESPONSIBILITIES:

Organize department and develop long and short-term goals, objectives in consolation with administrator. Develop, implement, administer, and programs to maintain the physical plant, grounds and equipment of the hospital throughout effective utilization of the personnel and materials. Plan organizes and supervises the functions of the department and all activities of the maintenance workers. Coordinate functions and activities to achieve objectives and comply with regulatory requirements. Keep administration informed of activities, needs, and problems.

Establish and implement policies and procedures for department operation, establish standards of performance and productivity, establish a preventive maintenance program, establish quality assurance and safety programs in cooperation with quality assurance and risk management personnel, establish staffing needs.

Consult with Administration and Fiscal services concerning department budget, major purchases, and major construction projects.

Direct and maintain plant operations and engineering capability of the physical plant develop systems for control and efficient and effective utilization of all utilities such as gas, water electricity. Confer with utility companies, city and slate inspectors, and insurance companies regarding functional activities. Participate in insurance inspections arid claims.

Establish preventive maintenance schedules as prioritize repair and maintenance work and projects to minimize disruption of hospital operations. Provide guidance, development, and implementation of hospital equipment inventory control program that will meet requirements of the regulator, accreditation, and licensing agencies to ensure a safe and secure environment.

Periodically inspect facility buildings, grounds, and power plant. Evaluate condition and needs and take or recommend corrective measures, work with administration and department heads in developing floor plans for new or revised hospital areas.

May act as chairman of safety committee and safety officer responsible for overall hospital safety programs. Take immediate action to correct deficiencies and stop and unsafe activities that will or can cause personnel injury and/or property damage, Escort state, insurance, and OSHA safety engineers on hospital inspections. Development and implement a parking control program.

Direct and perform purchasing functions of the department. Evaluate and justify department needs and purchases. May meet with sales personnel, negotiate contracts, bring outside trades and technical support, arrange for all purchasing of maintenance department supplies and equipment and perform related functions.

Maintain department records, reports, statistics, and files as required and perform related duties. Establish a record keeping system, repair and maintenance schedule, charge schedules, and forms used by the department. Prepare project reports and maintain historical data as required. Establish current files of built, schematics, and engineering drawings of plant facilities and equipment, including specifications, operation and maintenance manuals.

Maintain an adequate reference library of manuals and texts accessible to department personnel.

Interview, hire applicants, orient, train, assign, and supervise department staff. Maintain department disciplinary records including progressive reports and discuss infractions with employees and inform them of proper policies and procedures according to the manual. As well as terminate department personnel as needed and warranted.

Attend meetings as required. Represent department at administrative meetings. Participate in hospital committees as requested and serve as consultant to all other departments and employees.

Maintain professional growth and development to keep abreast of the field. Maintain professional affiliations; attend outside conferences, seminars, etc. and confer with other plant service directors.


WORKING CONDITIONS: Repeated bending, squatting, stooping, prolonged standing; walking, climbing and lifting are required. Maybe exposed to hazards of electrical, mechanical, and power equipment.

Requirements:

KNOWLEDGE,SKILLS,EXPERIENCE REQUIRED:


High school or trade school graduate, with courses in mathematics, electrical, and mechanics. Ability to maintain and operate a pc and understand the workings of. Previous experience required. Comprehensive knowledge of state, local, and federal codes, and requirements of regulatory and accreditation agencies, standard operation procedures for plant operations, budget development, control and direction, work standards for skilled personnel, material and equipment supplier.
