Administrator – DSSW

Position Summary

DSSW is seeking a dynamic and experienced Administrator to lead and oversee the operations of our home and community-based services programs. This role supervises assigned Program Directors and ensures the effective implementation of all agency policies and procedures. The Administrator plays a pivotal role in shaping the quality of care, staff development, and community engagement across assigned catchment areas.

Key Responsibilities

  • Provide strategic leadership and operational oversight of agency programs and services.
  • Supervise Program Directors and ensure compliance with state and federal regulations.
  • Monitor local trends and ensure staff are informed and responsive to community needs.
  • Lead recruitment, training, and retention of qualified personnel.
  • Maintain high visibility and foster strong relationships with physicians, referral sources, and community partners.
  • Serve as Chairperson of the Professional Advisory Committee and maintain liaison with the Governing Body.
  • Oversee budget development and financial management.
  • Ensure the accuracy and timeliness of service documentation.
  • Implement and monitor Quality Assurance and Performance Improvement (QAPI) programs.
  • Address unresolved patient complaints and ensure client satisfaction.
  • Represent DSSW in public forums and develop community awareness initiatives.
  • Designate qualified alternates for key roles during absences.
  • Support clinical services as needed, including on-call coverage.

Qualifications

Required:

· Be a licensed physician, registered nurse, licensed social worker, licensed therapist, or licensed nursing home administrator with at least one year of management or supervisory experience in a health-related setting, such as noted on TAC rule 97.244; or

· Have a high school diploma or a general equivalency degree (GED) with at least two years of management or supervisory experience in a health-related setting, such as noted on TAC rule 97.244.

· Three (3) to five (5) years of home care management experience or training in caring for individuals with functional disabilities, preferred.

· Knowledge of corporate business management practices strongly desired.

· Must be able to demonstrate competence with computer applications such as MS Word and Excel and have the ability to readily learn agency specific software.

· Must be able to type 35 wpm with 80% accuracy and 80% accuracy in Excel.

· Must meet the requirements of the administration of an agency in TAC §97.259 relating to Initial Educational Training in Administration of Agencies and/or TAC §97.260 relating to Continuing Education in Administration of Agencies.

· Must not have been the Administrator of an agency cited with a violation that resulted in HHSC taking enforcement action against the agency while they were Administrator of the agency for 12 months after the date of the enforcement action. (Enforcement action, for this purpose, means license revocation, suspension, emergency suspension of a license, denial of an application for license, or the imposition of an injunction, but does not include administrative or civil penalties.)

· Must not be convicted of a crime, offense or misdemeanor as defined in TAC §97.241(b), relating to Management.

· Demonstrates good communication and program skills knowledge of corporate business management.

· Must have and maintain current CPR certification including the Heimlich Maneuver, on-line certification is not sufficient to meet this requirement.

· Must have reliable transportation, a valid Texas driver’s license and current auto liability insurance.

Physical Requirements

  • Ability to work a minimum of 40 hours per week.
  • Capable of lifting 25+ pounds.
  • Normal range of vision, hearing, and mobility.
  • Dexterity for keyboard use and other office tasks.
