Position: Proposal Manager
Reports To: President
Department: Corporate Office
FLSA Status: Exempt
Supervises: Proposal Writing Specialists
Annual Salary: $100,000 per year
General Function
The Proposal Manager will effectively plan, organize, monitor and control proposals throughout the entire proposal lifecycle. This position is responsible for the entire technical proposal development life cycle from proposal RFP release to post-proposal submission activities, thereby leading, planning, scheduling, and overseeing large-scale Federal business opportunities
Major Activities (Typical Duties/Responsibilities
Effectively plan and manage proposal efforts to win contracts. Perform all tasks related to the development of quality proposals. Key success factors include:
1. Fully understand, commit to, continually improve, and actively promote world-class proposal processes in accordance with Company quality, and management standards of excellence
2. Manage multiple proposal efforts and identify additional proposal management support requirements to President
3. Forecast and manage internal and external resource requirements; including personnel, materials, and services
4. Manage responses to RFPs, RFQs, RFIs, oral presentations, and marketing efforts
5. Maintain current knowledge of Company Pipeline and input to Capture Managers for Opportunity Reviews/Bid Decisions
6. Read and interpret all solicitation documentation and coordinate reviews and discussions, develop questions to the customer
7. Orchestrate proposal development by providing oversight of and to teammates, collaboration efforts, Color Team Reviews, production processes, final review, and delivery
8. Manage technical writing, editing, and proof-reading elements of the proposal including the articulation of win themes, strategic value, past performance capabilities, technical and management approach, and key personnel of resumes
9. Schedule and host meetings as required
10. Oversee production, quality check and delivery of final proposal
11. Responsible for final proposal product to ensure single voice writing throughout all volumes, Win Themes are incorporated, high quality content, professional and relevant graphics, and timely delivery
12. Ensure sections comply with RFP requirements, contain win strategies, win themes, and comply with format and style criteria
13. Conduct Lessons Learned, document and implement actions to improve overall process
14. Maintain Configuration Management and Control of active and archived proposal files stored on virtual collaboration web sites (SharePoint) and on the network file server.
15. Other duties as assigned.

Management skills required to direct large, multi-contractor proposal team efforts:

2. Organizational skills and ability to prioritize multiple tasks in order to meet schedules
3. Presentation skills and the ability to communicate, influence, and gain commitment of proposal team
4. Creative thinking, problem solving skills, and detail orientated
5. Proficiency in the complete suite of Microsoft® Office products
6. Show initiative and be flexible working in a changing environment with high stress and tight deadlines
7. Ability to successfully execute many complex tasks simultaneously, maintain professional attitude and work as a team member, as well as independently
8. Strong commitment to corporate quality standards
9. Familiar with industry-leading proposal development concepts, practices, and procedures
10. Travel as needed
11. Active security clearance
Minimum Experience
Bachelor’s Degree in Business or related field required and five (5) to seven (7) plus years of proposal management experience. Proposal and Project Management experience with solid understanding of the federal government procurement process and policies. Understanding of Federal government requests for proposals and sound proposal practices to ensure responsiveness and compliance.
