We are seeking a full-time Real Estate Evaluator to work on-site at our Bloomsburg Central Road location. Selected candidate must be able to travel throughout Central PA, which includes a five-county area.

The Real Estate Evaluator performs a variety of duties to support the lending department. The selected candidate will report directly to the Loan Operations Director and is responsible for conducting and/or reviewing residential and commercial appraisals and inspections and preparing reports of the same; coordinating work within the department, as well as with other departments; reporting pertinent information to the immediate supervisor; responding to inquiries or requests for information.

Essential Duties

1. Conducts and reviews residential and commercial appraisals and inspections and prepares reports of the same by performing the following duties:

a. Reviews assigned residential and commercial appraisals, ensuring that necessary documentation is enclosed, such as legal descriptions, plot maps, and sketches.

b. Conducts an on-site inspection of any property in question; examines exterior and interior; takes comparable photos of the property; pays close attention to the present condition of the heating and air conditioning systems and other equipment, and to plumbing and electrical wiring; recommends that a specialist be brought to inspect any major defects encountered; makes accurate property measurements, organizes the appraisal assignments in order to minimize driving time.

c. Collects, inspects, verifies, analyzes, and reconciles comparable data available to indicate a value conclusion for the market approach.

d. Assists with preparation and reviews internal valuations for both residential and commercial properties.

e. Assists with maintaining and updating policies and procedures.

f. When examining commercial property, collects, verifies, analyzes, and reconciles available data regarding comparable income and operating expenses to support an appropriate estimate of net income of the subject being appraised.

g. Collects, verifies, analyzes, and reconciles such comparable data relating to appropriate rates of capitalization and/or discount rates.

h. Collects, verifies, and analyzes comparable cost data and maintaining a cost manual that is reflective of the region; updates cost manual whenever changes are noted in construction costs.

i. Conducts surveys relevant to obtaining information regarding current market conditions for comparable files.

j. Reports real estate market trends to the Credit Department personnel, to support ongoing analysis as requested.

k. Completes necessary forms pertaining to specific property and forwards it to Appraisal Services Representative for input into system; reviews finished report and signs.

l. Handles commercial appraisal fee quotes and assignments for the Commercial Loan Department.

m. Resolves any problems or issues that arise during the appraisal process.

n. Sends quick appraisals to individuals involved in expediting settlement schedules.

o. Prepares and maintains current appraisals/valuations for all 1-4 family properties individually analyzed as part of the bank's CECL calculation.

2. Coordinates specific work tasks with other personnel within the unit or department as well as with other units and departments in order to ensure the smooth and efficient flow of information.

3. Abides by the current laws and organizational policies and procedures designed and implemented to promote an environment which is free of harassment and other forms of illegal discriminatory behavior in the workplace.

4. Cooperates with, participates in, and supports the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness and the Bank's compliance with all regulatory requirements, e.g. Bank Secrecy Act (BSA), Community Reinvestment Act (CRA), Equal Credit Opportunity Act, etc.

5. Reports pertinent information to the immediate supervisor as requested, or according to an established schedule; compiles information as necessary or as directed and provides data to appropriate bank personnel.

6. Responds to inquiries relating to his/her particular area, or to requests from customers, other bank personnel, etc., within given time frames and within established policy.

Requirements:

The selected candidate must have the following skills:

  • Bachelor's degree in a related field normally required; appropriate real estate appraisal licensing or certification required.
  • A minimum of 5 years' experience in related position normally required.
  • Proficient reading, writing, grammar, and math skills required.
  • Must demonstrate proficient interpersonal relations and communication skills.
  • Knowledge of various appraisal valuation techniques (such as cost, market, and income), as well as general building practices, zoning laws, land values.
  • Ability to analyze data.
  • Ability to become knowledgeable of appropriate Bank policies, procedures and services.
  • Proficient PC skills; visual and auditory skills; and must have a valid driver's license.

Hours: Monday-Friday, 40 hours per week, some additional hours as needed
