Definition:  The purpose of this position is to coordinate and facilitate the Teen Court program in McKinley County.
Incumbent works under the direct supervision of the Community Services Director possessing a high aptitude, for innovative and independent judgment to perform complex program development and implementation work. Work involves being a member of the McKinley County DWI Planning Council, the McKinley County SNAPS SA Coalition, and the New Mexico Teen Court Association (NMTCA), as well as collaborating with other related community programs/resources.

Essential Job Functions:  The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities in no order. Incumbent may not be required to perform all duties, and may be required to perform additional, position related tasks.

  1. Responsible for all aspects and implementation of the project including planning and execution of policies and procedures for the McKinley County Teen Court Program.
  2. Coordinates the daily operations of the program, including planning, volunteer training, and implementing/executing procedures for the effective delivery of services while following programmatic guidelines.
  3. Receives and responds to referrals of youth from the Juvenile Probation Office, Gallup-McKinley County Schools, CYFD, self-referrals and law enforcement.
  4. Maintains follow-up communications with referral sources.
  5. Conducts intake interviews with referred youth and their guardians to explain Teen Court requirements and expectations.
  6. Trains all youth volunteers who serve as jurors, prosecutors, and defense attorneys on an as needed basis.
  7. Schedule and conduct Teen Court hearings.
  8. Manage relationships with volunteer judges.
  9. Attend required trainings, DWI Planning Council, SNAPS SA Coalition meetings, and NMTCA meetings to present quarterly reports.
  10. Track youth compliance with Teen Court sanctions and manage records and data input per programmatic requirements.
  11. Prepares and submits all required monthly, quarterly, and final reports and associated billing invoices.
  12. Set up prevention material at events (human body replica, cones for golf kart, table, and chairs, etc.).

Knowledge, Skills, and Abilities:
       1. Knowledge of HIPAA (Health Insurance Portability and Accountability Act).
  1. Skill in coordinating work with a multi-disciplinary team of professionals; communicate ideas and instructions clearly and concisely; review technical data and prepare technical reports.
  2. Ability to interpret and apply rules, regulations, policies, and procedures; prepare and maintain accurate records, files, and reports.
  3. Skill in problem-solving techniques; the use of computers and related equipment in a stand-alone or local network environment.
  4. Strong interpersonal and communication skills, and the ability to multi-task effectively to meet deadlines with a wide range of constituencies in a diverse community.
  5. Ability to plan and direct own work activities in an efficient manner.
  6. Ability to use independent judgment and to manage and impart program information.
  7. Ability to work closely with program evaluator to develop quarterly themes and track progress using data.
  8. Ability to communicate effectively, both orally and in writing.

Supervisory Controls: The incumbent performs their duties under the supervision of the Community Services Director.

Minimum Requirements:
  • High school diploma or GED equivalent.
  • A combination of 2-4 years of experience or education in the areas of Criminal Justice, Law Enforcement, Social Work, Psychology, Sociology, or a closely related field.

Preferred Qualifications:
  • Bilingual (Navajo and/or Spanish).
  • Five or more years of experience or education in the areas of Criminal Justice, Law Enforcement, Social Work, or closely related field.
  • Experience working in a county/local government environment.

Certificates and Licenses: Must possess a valid Driver’s License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver’s License within six (6) months of hire date.  

Working Conditions:  Majority of work is performed in an office setting. Occasional field work may be required. Work schedule may include irregular hours. Travel may be required. Frequent bending, reaching, lifting, pushing, and carrying items (books, reports, etc.)   weighing up to thirty (30) pounds.

Conditions of Employment:  May be required to pass a post offer-of employment physical examination. Final offer of employment is contingent upon outcome of background and reference checks.
