The Division of Juvenile Justice and Opportunities for Youth (DJJOY) Juvenile Justice Information System (JJIS) is a web-based application using .Net technology. It tracks juvenile justice youth through detention facilities into OCFS placement where they go through Intake, Residential, and CMSO (community multi-service organizations) programs and services, and also provides an automated financial/billing module.
Examples of priority work to be completed by this position in JJIS include, but are not limited to:
· Treatment Team Notes: A new model for treatment is being implemented in OCFS, the foundation of this new model is the Treatment Team notes, this new module will keep track of sessions, results and treatment. Add psychiatric forms in JJIS: Documentation for treatment is being automated in OCFS and this is part of this effort, JJIS Internet and Outside Provider Access to Contact Notes: OCFS works together with several partners at the communities where youth is from and there is a need to automate the progress note from OCFS partners in JJIS. NY Model Forms: OCFS is implanted a new therapeutic model to treat trouble youth, this is a transformative effort in the agency and there is a need to automate a series of forms to be able to document and track treatment, these forms are: Individual Interventions Plan; Phases; Daily Achievement System; Individual Behavior Mgmt Plans; Resident Intervention Record; Sanctuary; Special Needs Assessment
This request is to procure a Technical Lead/Project Manager, to continue with managing the day to day work of the team, lead the technical design and development, meet with all user groups within DJJOY, and maintain the production DJJOY applications.
Overall, the project manager oversees a project over the full life cycle, from origination through close out, using a formal project management methodology. He/she takes ownership of the project and provides leadership to the team.
Specific tasks include: develop the project plan, build the project team, develop the schedule using MS Project, maintain the schedule using MS project to track progress, manage resources, manage issues, manage risks, manage changes through a formal change management process, manage user acceptance of deliverables, facilitate meetings, prepare status reports, give presentations to management, and ensure adherence to project management standards and methodologies.
Additionally, this resource also serves as the Technical Lead and must possess strong .Net coding and architectural design.
Required skills include strong written and verbal communication, interpersonal, and problem solving skills. The project manager must be a team player, who is flexible, has a positive attitude, and is focused on customer service.
Candidates should have at least 84 Months experience, and below should apply
Experience in managing multiple large, complex IT projects defined primarily as those with the following characteristics: budget over $500,000, duration over 12 months, multiple funding sources including federal and grant funding, managing external stakeholders, multi-level project team organization, and deployment to geographically diverse end users.
Experience in engaging in project communication including leading regularly scheduled project team meetings, preparing meeting summaries, facilitating meetings to resolve project issues, preparing clear and concise status reports, presenting project status briefings to IT leadership, presenting project status briefings to project steering committees and/or agency executive management.
Experience in developing and maintaining schedules in Microsoft Project.
Experience in facilitated elicitation and documentation of business requirements.
PL/SQL to write stored procedures and triggers.
Experience in large n-tiered .Net project management & technical lead (expert) leading development teams of 4 or more programmers with demonstrated enterprise level project successes.
Associate's Degree. Proof of education must be submitted with all responses.
