Job Description
Plexos Group LLC is seeking a qualified Eligibility Specialist to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. The Eligibility Specialist is responsible for conducting applicant intake and eligibility screenings for the New Mexico Home Recovery Program (HRP), which provides housing rehabilitation, reconstruction, and new construction for eligible households affected by 2024 natural disasters in New Mexico.
This position ensures that all applicants are reviewed in accordance with applicable federal, state, and local regulations and program guidelines. The Eligibility Specialist will collect, verify, and document applicant information, determine initial eligibility, and provide applicants with clear instructions regarding program requirements and next steps.
Location: Candidates must be local to the State of New Mexico or be willing to deploy 75% of the time (6 weeks on, 2 weeks off) to New Mexico.
RESPONSIBILITIES
· Conduct the initial review of applications submitted to assess eligibility for the New Mexico Home Recovery Program.
· Review and validate applicant documentation, including income verification, proof of residency, property ownership records, and disaster impact evidence.
· Screen applications for duplication of benefits.
· Enter applicant data accurately into the program’s case management system.
· Identify incomplete applications and communicate outstanding documentation requirements to applicants.
· Maintain accurate and organized case files in compliance with HUD standards and monitoring requirements.
· Ensure all screening activities align with HRP policies, procedures, and compliance requirements.
· Provide professional, courteous customer service to applicants and respond to inquiries regarding program requirements and processes.
· Collaborate with Disaster Case Managers, QA/QC Coordinator, and program administrators to resolve eligibility issues.
· Participate in ongoing training and professional development to stay current with CDBG-DR program updates, policies, and best practices.
· Prepare reports, metrics, and updates on screening activities as requested by program management.
MINIMUM QUALIFICATIONS
· Associate’s degree in public administration, social services, business administration, or a related field
· Minimum of 1-2 years of experience in intake, case management, housing programs, social services, or a related field.
· Proficiency in Microsoft Office Suite and database/case management systems.
Preferred:
· Bachelor’s degree in a related field.
· Experience with HUD programs, disaster recovery, or federally funded housing/community development programs strongly preferred.
· Bilingual in English and Spanish.

· Strong attention to detail and accuracy in reviewing and processing documentation.
· Excellent written and verbal communication skills.
· Ability to manage multiple tasks in a deadline-driven environment.
· Ability to handle sensitive applicant information with confidentiality and in compliance with federal and state requirements.
· Ability to travel as needed.
