About the Department

Performs intermediate skilled administrative support work providing assistance in the administration of various housing programs, determining eligibility of program participants, maintaining records and files, preparing reports, and related work as apparent or assigned. Work is performed under the close supervision of the Director of Housing.

Position Duties
  • Administers a variety of housing programs and ensures compliance with regulations and policies; implements regulatory changes as required.
  • Prepares and maintains participant and program files and records; prepares and maintains a variety of program reports; submits monthly HUD reports as required.
  • Receives and reviews applications to ensure participant eligibility; reviews income, criminal background, medical history, etc.
  • Assists prospective residents in search of rental houses; offers personal assistance and counseling; maintains waiting list of prospective residents seeking rental housing to ensure that fair housing principals are followed; issues forms, and certifications to participants.
  • Provides case management and information and referral services; educates resident/client populations on available services, benefits, and on tenancy issues; refers residents with special problems such as economic, social, legal, health, etc., to groups or agencies that provide assistance as appropriate.
  • Completes certifications and recertifications of resident’s eligibility and income; computes rents and reviews lease documents; counsels residents who are not complying with the terms of the lease and concerning delinquent payments.
  • Receives complaints from tenants and property owners/agents and arranges for expeditious hearings when necessary.
  • Attends committee and other meetings as required; provides program updates; prepares and maintains meeting documentation.
  • Coordinates site visits and audits; responds to deficiencies, concerns, or findings noted.
  • Coordinates on-site inspections of units; prepares necessary reports and follows up on any needed repairs prior to occupancy.
  • Assists with grant renewals; monitors and verifies expenditures; reviews and researches potential funding opportunities.
  • Communicates with residents, property owners, and the general public in person or over the phone; answers inquires, responds to complaints, schedules appointments, and provides general information relative to assisted housing function.
  • Supervises the office in the absence of the Director.
Minimum Qualifications

Bachelor’s degree with coursework in business administration, public administration, or related field and considerable experience administering human services delivery programs or case management including administrative support and office operations, or equivalent combination of education and experience. Commissioned as a Notary Public within six months of hire. Obtain Public Housing Manager certification within three years of hire. Valid driver's license in the State of North Carolina.

Thorough knowledge of the rules and regulations governing a variety of Federal and State housing programs; general knowledge of community assistance agencies; general knowledge of the techniques and practices of case management; general knowledge of existing supportive services for low-income families; general knowledge of housing systems, components, and quality standards; general knowledge of real estate principles and practices; general knowledge of Department of Housing and Urban Development (HUD) rules and regulations that apply to assisted housing management; general knowledge of laws and standards that apply to property management such as Fair Housing Laws, OSHA Standards, Local and State Building Codes, etc.; general knowledge of basic office practices, procedures, and equipment; ability to conduct interviews and analyze problems objectively; ability to counsel clients on problems and to communicate ideas clearly and concisely, both orally and in writing; ability to work with a diverse group of people; ability to maintain and monitor diverse case management load; ability to organize and present workshops and public presentations; ability to establish and maintain effective working relationships with clients, landlords, vendors, health professionals, local and State agencies, associates, and the general public.
