GENERAL DESCRIPTION:  


The Wyoming Department of Transportation (WYDOT) seeks a full-time Transit Specialist for the Planning Program. This position will lead the coordination of the Federal Transit Administration (FTA) program within the Agency’s Local Government Programs to support and elevate Wyoming’s multi-modal transportation system; foster strategic alignment among State and Local public agencies to ensure the efficient, effective use of federal and state resources—maximizing program impact while upholding strong fiscal stewardship and advancing transportation quality statewide.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Coordinates and administers Federal Transit Administration (FTA) programs and grant funding for local and state transit providers
  • Maintains statewide transit vehicle inventory and oversees fleet performance to ensure a state of good repair
  • Develops bus and capital purchase specifications; manages bidding, procurement, and contract processes
  • Monitors compliance with federal, state, and local transit regulations through document reviews and site visits
  • Assists transit providers with grant applications, agreements, and project implementation
  • Analyzes trends in compliance issues and develops training materials and corrective actions
  • Develops internal policies and procedures; coordinates regulatory adoption and provides policy guidance and training
  • Collaborates with stakeholders, including WYTRANS Board, local transit agencies, federal partners, and state agencies
  • Responds to policy inquiries from local and federal entities
  • Tracks project costs, processes reimbursement requests, and maintains accurate program documentation

KNOWLEDGE:


  • Must have the ability to communicate complex information and relate it to individuals who may have never worked in a federal aid program with all of their complexities
  • Foundational understanding of contract requirements
  • Strong knowledge of legislative, executive, and federal government processes and financial transactions


MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Business)
 
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
 
OR
 
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
