The City of Oceanside is currently accepting applications for the position of Community Resource Specialist. There is currently one (1) vacancy in the Housing and Neighborhood Services Department.

Under general supervision, performs a wide variety of responsible functions in community resource centers including assisting, planning, coordinating, and implementing programs, services and activities for the community; assists with developing program content, provides public assistance, including explanation of activities and programs, records reservations for classes and trips, oversees indoor facility rentals, and participates in set-up and tear down of events; performs other related duties as required. 

DESTINGUISHING CHARACTERISTICS

This is the journey level class responsible for performing a wide variety of community services support functions. Incumbents are expected to perform varied technical assignments in various community resources centers, as assigned.


Position Duties

Plan, coordinate, promote, implement, and maintain community services programs, services and special events. 

Coordinate, monitor, secure and direct the proper and safe use of program facilities by staff and the general public. 

Evaluate program delivery and needs, and make recommendations, as appropriate. 

Establish and maintain effective working relationships with staff, community groups and residents in a specialized program being implemented. 

Identify maintenance and safety problems at program facility, and coordinate repairs as appropriate. 

Supervise, prepare and monitor program goals, objectives and budget(s). 

Recommend and follow-up on acquisition of equipment, supplies and services for assigned program. 

Maintain equipment and inventory records. 

Prepare, coordinate and distribute program, publicity and marketing information.

Provide information and assistance to the general public. 

Represent the City at community meetings and projects, and at professional organizational meetings as assigned. 

Operate specialized equipment necessary for program delivery. 

Supervise and monitor program contracts and agreements per established guidelines. 

Performs related duties as assigned.

Minimum Qualifications

Knowledge of: 

  • Basic office procedures, methods and computer equipment;
  • Basic record keeping procedures; 
  • English usage, spelling, composition, grammar and punctuation; 
  • Principles and processes for providing customer service in a variety of situations; 
  • Cultural and ethnic diversity within the community; 
  • Homelessness and gang safety and service protocols; 
  • Community engagement strategies and group facilitation; 
  • Local social service, faith-based organizations and food resources available to individuals and families; 
  • Applicable policies, codes, ordinances and regulations. 
  • Practices, methods and procedures for assigned program. 
  • Specialized needs, practices, principles, and content relating to the assigned program. 
  • Recreational, cultural and social needs of the community. 
  • Facility maintenance and operational procedures. 
  • Writing, record keeping, marketing, budgeting and public relations techniques. 
Ability to: 
  • Coordinate, direct and monitor daily program activities and special events. 
  • Identify and understand the speech of another person. 
  • Read and understand information and ideas presented in writing. 
  • Effectively serve as a liaison between the City, law enforcement and a variety of community agencies and members of the community; 
  • Research and develop programs to meet the needs of a diverse community; 
  • Work independently and exercise professionalism and good judgment in performing job tasks; 
  • Respond to requests and inquiries from the general public; 
  • Perform light custodial tasks;
  • Learn to interpret and explain departmental policies; 
  • Establish and maintain constructive and cooperative working relationships with those contacted in the course of work;
  • Identify problem areas; recommend and implement solutions. 
  • Work with other City departments and community groups in a positive manner. 
  • Evaluate programs in terms of cost, efficiency, purpose and future needs, and recommend changes. 
  • Establish and maintain effective working relationships with staff and with diversified population groups having a variety of needs and expectations. 
  • Maintain work effectiveness and meet deadlines with frequent changes in workload and priority of assignments.
Experience and Training 

Experience: Three years experience in the planning, developing, coordinating and implementation of a specialized community service programs. 

Training: Equivalent to the completion of the twelfth grade. Supplemental training or job related coursework is desirable. 

License/Certificate: Possession of, or ability to obtain and maintain a valid California driver’s license. 

Special Requirements:
  • Must be available to work a variety of shifts, including nights, weekends and holidays. 
  • Bilingual ability to read and speak in English/Spanish is highly desirable. 
  • Will be required to travel from site to site and participate in activities and events outside of assigned work center. 
  • Maintain open and positive working relationship outside of the Center in the community with diverse population.
Other Qualifications

Environmental Conditions: Indoor and outdoor environment; extensive public contact; exposure to computer screens. 

Physical Conditions: Essential functions may require maintaining physical ability and mobility necessary for: walking, bending, stooping, crouching, kneeling, twisting or standing; heavy, moderate or light lifting; use of fingers, hands and arms for reaching, pushing, pulling; speaking and hearing to exchange information; visual acuity to read or observe and interpret information and events; and traveling to various work locations. 

Selection Process: All properly completed applications  will be reviewed and the most appropriately qualified candidates will be invited to continue in the selection process, which may include a written and/or oral examination to assess job-related experience, knowledge and abilities. Candidates who successfully complete the examination process will be placed on the eligibility list according to their scores and will remain eligible for employment consideration for a minimum of six months.

Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting), and a medical examination which may include drug screening.
