The business systems analyst is an experienced profession who helps UC Davis Health to increase its output and enhance its efficiency through a variety of operational responsibilities and process improvement activities for the IT Unified Communications team. In this digital age, effective Information Technology solutions help the business thrive in a competitive marketplace, and this role is critical to delivering on that promise.
The business systems analyst assesses existing infrastructure solutions, analyzes their functionality, efficiency, and productivity, and then helps the organization design, develop, and implement new solutions that align with business requirements. The business systems analyst must have an equal mix of technical knowledge and business acumen. They must have the ability to locate both business and technical problems and identify potential solutions. In addition, the business systems analyst role is critical in identifying and driving process improvement and efficiency initiatives, team financial and budget analysis, and fostering both intra- and inter-team communications and cooperation.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
- Bachelor's degree or an equivalent combination of education and work experience required.
- 3 years experience working as a Telecom Analyst, Business Analyst, or Cellular Analyst.
- Experience as a business or telecom analyst participating in large scale IT projects required.
- Experience in the purchasing, configuration and providing customer service related to Mobile/Cellular devices in a large health care environment.
- Experience supporting adds moves and changes related to Voice related services (phones/ Voice mail) in a large health care environment.
- Experience with telephony circuit lifecycle management.
- Experience providing reports and analyzing data related to Voice services and Billing data required to maintain an accurate customer billing system in a large health care environment. *
- Experience with 911 reporting and maintenance of user records for phones and users in a campus environment.
- Experience with cable management (Wire Path) reporting and maintenance of user records for customer/device locations in a campus environment.
- Experience using Service Now for service request and Incidents.
- Experience (Planning, purchasing, scheduling, installation, tracking, test and acceptance and problem resolution) in a multi-vendor environment
- Experience analyzing user requirements through customer interviews and developing a comprehensive plan to meet their needs
- Experience analyzing user communications requirements and determine which technology will meet the user needs
- Experience communicating effectively on a technical level with other knowledgeable persons and solve technical problems
- Experience with written and oral communications skills to prepare documentation, meeting professional standards and provide presentations with clarity and precision
- Experience managing multiple projects simultaneously
- Experience with Mobile Device services to review requirements with requestor and determine which technology will meet the user's needs and preferences
- Experience to coordinate smartphone access requests with Enterprise Messaging Unit and Client Engineering Unit
- Experience to work as Liaison between UCDH and outside communications utility vendors (ATT, Sprint, T-Mobile, etc.)
- Experience to provide escalation support for mobile service interruptions as needed.
- Strong analysis, evaluation, critical thinking, and problem-solving skills
- Ability to meet deadlines and with constant interruption and distractions.
- Strong skills with Word, Excel, PowerPoint, Visio, and other tools in Microsoft Office.
- Ability to work independently and with minimal direction.
Preferred Qualifications
- Hands-on life cycle experience working with various cellular carriers. Included but not limited to device procurement, ongoing operational support, review and analysis of billing data, and supporting move/add/change and upgrade requests.
- Experience and skills in documenting system information and procedures and develop work plans.
- Experience with Educational applications or functions preferred.
- Academic institution or large integrated health system experience preferred.
- Ability to manage and lead diverse groups, peers, managers, and others in a highly matrix environment to meet project schedules.
- Experience in designing and conducting training and test cases.
- Ability to lead and organize implementation and training activities.
- Ability to recognize the need for and maintain security of confidential information, exercise judgment, tact, and discretion in handling sensitive or confidential information or situations
- Ability to exercise independent judgment and personal initiative and accept responsibility for decision and actions.

Department Overview
The Unified Communications team within the Information Technology Division provides voice, video and data services across the UCDH organization. The technology supported by the Unified Communications team includes phone systems (NEC PBX and Cisco VoIP), ACD, Voicemail, Call Center technologies, Wide Area Network (WAN), Local Area Network (LAN), Wireless Local Area Network (WLAN), Webex, Zoom and Cisco Telepresence. The Unified Communications team supports a mission critical medical grade voice, video and data network 24x7x365. In response to the institutional requirements, the department provides technological leadership and support for the cost-effective use of computers, software and networking to include installation, training and problem resolution.
