Position Summary

The VITA Program Manager is responsible for the full administration, growth, and operational success of the Volunteer Income Tax Assistance (VITA) program. This role oversees tax site operations, volunteer recruitment and training, quality control processes, and compliance with IRS guidelines. The Program Manager supervises Site Coordinators, volunteers, and temporary staff, ensuring high-quality service delivery and an efficient, client-centered experience. Training and ongoing support will be provided by Goodwill Industries of Tulsa.

Essential Functions
  • Lead overall strategy, growth, marketing, and performance of the VITA Program.
  • Supervise full time staff, volunteers, and seasonal workers.
  • Recruit, train, schedule, and support VITA volunteer tax preparers.
  • Increase program efficiency, including appointment scheduling, return preparation flow, client experience, and referrals to financial stability services.
  • Build and maintain partnerships to expand the volunteer and client base.
  • Ensure all tax sites comply with IRS VITA requirements, policies, and standards of conduct.
  • Provide on-site operational oversight, including conducting Quality Reviews (QRs) when Site Coordinators are unavailable.
  • Answer taxpayer questions regarding federal tax law or individual tax returns.
  • Prepare and compile end-of-season reports for program review and evaluation.
Knowledge, Skills, and Abilities
  • Supervisory or management experience strongly preferred.
  • Experience preparing individual income tax returns or working as an income tax accountant preferred.
  • Ability to successfully complete and pass all required IRS VITA certifications at the Advanced level (training materials provided).
  • Familiarity with tax preparation software and comfort learning new systems.
  • Strong leadership skills and ability to manage both volunteers and paid staff in a high-volume environment.
  • Ability to work independently, prioritize tasks, and manage multiple deadlines simultaneously.
  • Flexibility and reliability, with the ability to work Tuesday–Saturday during tax season and Monday–Friday outside of tax season.
  • Demonstrated ability to work effectively with diverse populations, including individuals in crisis or transition.
  • Excellent communication, customer service, and interpersonal skills.

  • Occasional walking or standing required.
  • Most duties performed while seated.
