Offshore Oil and Gas Facilities Engineer

Location: Office based - Houston west side

Position Summary

The Offshore Facilities Engineer is responsible for the design and planning for installation, operation, and maintenance of oil and gas production facilities located offshore. This position ensures that all facilities meet safety, environmental, and operational standards, while also optimizing production efficiency. The Facilities Engineer will work closely with multidisciplinary teams and client’s operations, maintenance, safety, and project management, to support the safe and efficient engineering of offshore oil and gas platforms and pipelines.

Key Responsibilities

1. Facilities Engineering Design and Development:

·         Develop, review, and modify engineering designs for offshore facilities, including processing systems, utilities, and infrastructure.

·         Conduct feasibility studies and ensure that designs meet both operational requirements and regulatory compliance.

·         Provide technical expertise during the design phase of new projects, modifications, and upgrades to offshore facilities.

·         Review production profiles and develop project design basis. Ensure produced fluids compositional information provides adequate information for design.

·         Familiarity with pipeline design and transient flow analysis. Supervise steady state and transient flow analysis performed by third parties.

·         Organize and participate in safety audits, risk assessments, HAZID and HAZOP (Hazard and Operability) studies to proactively identify and mitigate potential hazards.

2. Safety and Regulatory Compliance:

·         Comply with Company’s Health, Safety and Environmental policy and procedures.

·         Ensure all offshore facilities comply with local and international safety standards, environmental regulations, and industry best practices.

·         Support emergency response planning and ensure that facilities are designed accordingly.

3. Project Management and Execution:

·         Support the execution of offshore projects, from planning through commissioning and start-up.

·         Prepare CTRs and work scope documents in support of proposals. Manage the technical scope of offshore facility projects, ensuring that projects are delivered on time, within budget, and in compliance with quality standards.

·         Progress reporting to clients and internal team meetings.

·         Collaborate with contractors, vendors, and other stakeholders to ensure that all work is completed according to project specifications.

4. Technical Documentation and Reporting:

·         Prepare detailed technical reports, design documentation, and equipment specifications.

·         Ensure proper documentation of all engineering decisions, changes, and modifications to systems and equipment.

·         Review and update technical specifications in line with regulatory requirements.

·         Ensure work is performed to company’s Quality Management Plan.

Key Qualifications

Education:

·         Bachelor’s degree in Mechanical, Electrical, Civil, or Petroleum Engineering (or related discipline).

·         P.E. registration is desirable.

Experience:

·         Minimum 15 years of experience in offshore oil and gas facilities engineering.

·         Hands-on experience with offshore facilities design, construction, operation, and maintenance is desired.

·         Familiarity with offshore construction and installation methods, and production systems (e.g., separators, compressors, power generation, utilities).

Technical Skills:

·         Proficiency in engineering software (e.g., AutoCAD, Aspen HYSYS, Piping Design Software, etc.).

·         Strong understanding of process control systems, mechanical systems, electrical systems, and safety systems.

·         Familiarity with industry standards, including API, ISO, and local regulatory standards for offshore operations.
