Description

Primary Function

Responsible for coordinating, implementing and evaluating all family service activities to include delivery of support services, preparing a Family Partnership Agreement and case management activities.

Duties
  • Responsible for abiding by PCI Policies and Procedures, as well as, adhere to Head Start ACF Performance Standards and TDFPS (Texas Department of Family and Protective Services) Minimum Standards, and CACFP, relating to the family services of the center.
    • Will actively promote the philosophy and goals of the program in order to help parents become active advocates for their children.
    • Will be knowledgeable about the HS, EHS, Project Success program including the ACF Performance Standards, program plans and all program policies.
    • Will meet and maintain compliance with the ACF Performance Standards, TDPRS Minimum Standards, and PCI Program/Personnel policies.
    • Will conduct outreach activities to inform families/communities about the purpose and availability of the EarlyHead Start program and Project Success.
    • Will recruit on an on-going basis to accomplish/maintain 100% full enrollment and maintain a viable waiting list to include 10% approved files on hand.
    • Will track and maintain information on Child/Family activities utilizing content area forms and systems.
    • Will track status of recruitment effort (new, re-entry, 3rd year) and the status of individual Child/Family applications (pending, approved, submitted, etc.).
    • Will utilize the Disclosure Log to allow only authorized personnel to access or review file information.
    • Will properly determine program eligibility based on a child’s age and family income, utilizing the ACF income guidelines, the Agency’s criteria for full-day services and the priority ranking/selection criteria.
    • Will prepare and organize activities to ensure the delivery of needed services and to meet timelines and/or deadlines.
    • Will prepare correct Child/Family Files and follow established procedures for processing of new children, withdrawals and transfers (Center to Center or Program to Program transfer) in a timely manner.
    • Will maintain files in an organized and secure manner and will document records regularly to ensure information is current and meaningful (by filing source documents, documenting family contacts, referrals and other activities relative to the child/family).
    • Will be responsible for working with the ECC and parents to maintain an 85% Average Daily Attendance.
    • Will adhere to the attendance procedures for children’s attendance/absences.
    • Will be responsible in gathering information, assessing family strengths/weaknesses and identifying family needs/goals on Family Assessment.
    • Will establish/maintain collaborative relationships with parents, staff and community agencies.
    • Will assist Health Services staff to ensure children receive physicals, dental exams/follow-ups and to ensure forms are properly filed.
    • Will attend all meetings and trainings as designated by the Agency and/or Supervisor (meetings may be scheduled after work hours).
    • Will perform other duties as assigned by the Early Head Start Coordinator.
    • Will maintain a current CPR/First Aide certification
  • Reporting Child Abuse – Responsible to report child abuse and neglect or suspected child abuse and neglect in accordance with the policy set forth in the PCI Employee Handbook, Head Start Performance Standards and applicable state laws regarding child abuse.
  • Confidentiality of Information – Responsible to maintain the confidentiality of information pertaining to children, families, and staff as outlined in the Head Start Performance Standards and PCI Employee Handbook.
  • Code of Conduct – Responsible to abide by all standards of conduct as outlined in the Head Start Performance Standards and PCI Employee Handbook.
  • Ability to work with individuals with special needs, different ethnic or cultural backgrounds or language.
Knowledge, Skills and Abilities

Knows the social and economic challenges facing children/families.  Knows how to treat people with dignity.  Ability to implement support services for families.  Ability to apply principles of family support to their daily work.  Must have good written and verbal communication skills. Aware of local community resources and services. Time management/organizational skills. Ability to teach and coach others. Able to plan, coordinate, implement and evaluate assigned projects.

Working Conditions
  • Moderate walking, standing, stooping, sitting, kneeling, bending and twisting, pushing/pulling, overhead reaching/reaching and keyboarding.
  • Ability to work indoor and outdoors in varying climate conditions.

  • Ability to maintain emotional control under stress.
  • May be required to work more than 40 hours during the workweek, work late and/or on weekends.

  • Ability to lift 5 -10 pounds frequently, 10 – 50 pounds occasionally, more than 50 pounds infrequently.

 

Qualifications


Education and Experience:   High School Diploma. Four (4) years experience working with families with a strong emphasis in case management.
