MEMCO SER is looking for a EXPERIENCED construction admin assistant to start ASAP!
Position Summary
MEMCO SER is seeking a highly organized Secretary / Administrative Assistant with a strong background in Certified Payroll (Davis-Bacon) and experience supporting federal and federally funded construction projects. This role is critical to maintaining compliance, supporting project teams, and ensuring accurate reporting to General Contractors and government agencies.
Required Core Expertise (Primary Focus)1. Certified Payroll & Federal CompliancePrepare, submit, and maintain Certified Payroll Reports (CPRs)
Strong working knowledge of:
Davis-Bacon Act
Prevailing Wage determinations
WH-347 forms
Track employee classifications, wage rates, fringes, and hours
Coordinate corrections, back-up documentation, and audit responses
Interface with GCs, payroll companies, and government compliance portals
Experience working on:
Federal projects
State and municipal public works
Federally assisted projects (HUD, DOT, Port Authority, etc.)
Maintain compliance documentation including:
Labor compliance packets
EEO documentation
Payroll interviews / wage confirmations
Assist with responses to compliance audits and GC requests
General office administration and document control
Filing and organization of project records (digital and physical)
Manage correspondence with GCs, inspectors, and agencies
Answer phones, emails, and route inquiries appropriately
Coordinate with payroll providers or in-house payroll
Track:
Timecards
Labor hours by project
Job cost coding support
Assist with:
Invoicing backup
Lien waivers (conditional/unconditional)
Vendor compliance tracking
Maintain compliance logs and reporting calendars
Track:
Insurance certificates
Safety documentation
Employee onboarding records
Assist with submissions through:
LCPtracker
eMARS
Elations
Other GC or agency compliance systems
Microsoft Office (Excel, Word, Outlook) – required
Payroll or compliance software (ADP, QuickBooks, LCPtracker, etc.)
Ability to learn GC portals and federal reporting systems
Strong data entry accuracy and attention to detail
Extremely detail-oriented
Strong confidentiality and integrity
Ability to meet strict deadlines
Comfortable working with auditors and compliance officers
