DESCRIPTION:
We are pleased to announce that the Finance division within the State Court Administrator’s Office is looking for an experienced Financial Analyst. Under minimal direction, this role provides direction and complex technical analysis, involving fiscal operation services and reporting, to lead the branch wide eFinance initiative. Leading this initiative includes consultation, advice, functional assistance, recommendations, working with business partners (internal and external), developing online financial processes to maintain and enhance existing operations, creating training materials, and leading branch wide meetings.
EXAMPLES OF JOB DUTIES:
The following are examples of major job duties expected for this position to perform.
- Provide project management of eFinance related systems. Communicate with senior management to establish project scope, goals, and deliverables. Develop, plan, and document project timelines. Identify and meet with subject matter experts to build requirements around needed functions in eFinance related systems. Analyze each requirement to make sure that it meets MN Judicial Branch policies and procedures. Use critical thinking to assess the processes for branch wide consistencies, and to create efficiencies. Develop recommendations to improve the operation of financial processes within the eFinance related system. Develop, test, and implement enhancements in eFinance related systems.
- Initiate and conduct regression tests prior to implementation. Identify and communicate with any subject matter experts that perform regression testing. Communicate with designated developers for fixes needed prior to implementation. After implementation of enhancements in eFinance related production environments, be available as a point person for any fixes that may be needed. Troubleshoot any identified issues, update with fixes in development environments, perform smoke testing and implement any needed "hot fixes" to production environments.
- On a daily basis, monitor the eFinance related automatic file integrations and process error files. This includes, but is not limited to, communicating with users who have records in the error file, guiding users on what the errors are indicating, instructing users on how to resolve the issue, clearing the record to be picked up again, when the record has been updated, communicating with MMB when whole files are in error and resolving all discrepancies. Track errors to see trends and resolve issues by updating system functionality and training materials to eliminate from reoccurrences.
- Develop and maintain standard financial reports for use branch wide. Provide financial information and analysis as requested.
- Develop, present, and maintain all training materials (quick reference guides and recording videos) for eFinance related systems for branch wide use. Also, develop and maintain accounting training resources posted on the Finance SharePoint site.
- Lead branch wide meeting related to the MJB eFinance System to share information, develop cross-organizational improvement, and discuss and record any needed system enhancements.
- Serve as the Statewide Asset Coordinator by coordinating and communicating asset responsibilities for the Courts by providing consultation, direction, and assistance to SCAO Divisions, Appellate Courts and offices, State Law Library, Boards, and District offices for compliance with the agency fixed asset policies and procedures.

Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is:
Minimum Qualifications:
Bachelor’s degree in accounting or another related field
5+ years of experience in accounting or finance
Preferred Qualifications:
Knowledge of the processes followed by courts in administration of justice; preferable to have SWIFT related experience; and knowledge of programming basics.
Knowledge, Skills, and Abilities:
Ability to communicate Cleary both written and orally
Ability to pay attention to detail. A high level of accuracy is necessary
Ability to problem solve; resolve complex processing issues
Ability to work primarily in an electronic environment; Understanding current technology
SALARY RANGE:
The expected starting salary range is $31.84 -$40.59 per hour ($66,482 - $84,752 annually). The full salary range for this position is $31.84-$49.30 per hour ($66,482 - $102,938 annually). This position is non-exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

Position logistics:
The position is classified as a Financial Analyst I and will work normal business hours, Monday-Friday. This work will be conducted in a hybrid environment with occasional days on-site at the Minnesota Judicial Center, in St. Paul, Minnesota.
