Summary/Objective:
Norwescap is seeking a dedicated Construction Manager who will be responsible for overseeing all residential rehabilitation, lead hazard control, and Weatherization Assistance Program (WAP) construction activities for Norwescap. This role ensures that units funded through New Jersey Department of Community Affairs (NJDCA), Department of Energy (DOE), Low Income Home Energy Assistance Program Weatherization (LIHEAP WAP), and related housing programs are delivered safely, efficiently, and in full compliance with federal and state regulations.
Essential Functions:
- Oversee all construction activity for Norwescap's Lead Remediation and Abatement Program (LRAP), Weatherization Assistance Program (WAP), and Heating System Improvement Program (HIP).
- Develop integrated Scopes of Work combining lead risk assessments, energy audits, and health & safety inspections.
- Coordinate subcontractors performing lead abatement, lead-safe renovation, HVAC, insulation, ventilation, and other energy efficiency measures.
- Ensure compliance with HUD Lead Safe Housing Rule(s), NJDCA Lead Abatement Code, DOE Weatherization Program Notices, and Standard Work Specifications (SWS).
- Conduct on-site inspections and field monitoring to ensure quality workmanship, safety, and regulatory compliance.
- Manage project documentation including contracts, work orders, clearances, invoices, and completion packages for Lead and Weatherization units.
- Coordinate closely with Energy Auditors, Quality Control Inspectors, Program Coordinators, and Program Director to ensure units pass both Lead and Weatherization inspections.
- Track unit progress, contractor performance, and production targets across Norwescap's multi-funded housing programs.
- Represent Norwescap professionally with homeowners, municipalities, NJDCA, and DOE partners.
Education and Experience:
- High School Diploma or equivalent (required)
- Associate's or Bachelor's Degree in Construction Management, Building Science, Housing Rehabilitation, or related field
- Three (3) years of residential construction, housing rehabilitation, lead hazard control, or weatherization project management experience (required)
- Valid New Jersey Driver's License in good standing (required)
- Experience with HUD Lead Hazard Control, DOE Weatherization Assistance Program (WAP), LIHEAP WAP, Healthy Homes, or similar publicly funded housing programs experience (preferred)
- Experience with Microsoft Office (Required)
- Knowledge of residential building systems, contractor oversight, and regulatory compliance in publicly funded housing programs
- EPA Lead RRP, Lead Supervisor or Lead Worker, BPI, EA, QCI, or other Weatherization credentials, Heating System Functions Certifications (preferred)

Work Environment:
This position operates in a hybrid environment including Norwescap offices, residential construction sites, and Weatherization project locations. The incumbent will be routinely exposed to active construction conditions, weather, dust and building environments
