There is one (1) full-time, regular Social Services Unit Supervisor vacancy in the Division of Children and Family Services within the Department of Health and Human Services.
This assignment area has 24/7 operations. The Social Services Unit Supervisor may occasionally be required to serve as the after-hours supervisor on duty during non-business hours.
The Social Services Unit Supervisor provides first level supervision to senior, journey-level, and other support staff. They also lead special projects and plan, assign, and evaluate the work of staff in various program units. This position also collaborates with other county departments, local law enforcement, government agencies, and community service providers in the delivery of services to clients.
Children and Family Services Assignment – One (1) Full-Time, Regular Hire vacancy
The Division of Children and Family Services (CFS) serves a diverse population of families in Marin, with a significant overrepresentation of families of color in our system that is consistent with the global problem of overrepresentation in child welfare. CFS staff work with abused and/or neglected children and their families. They perform tasks in intake, emergency response, court, ongoing services, adoptions, or resource family approval programs.
HIGHLY DESIRABLE:
Bilingual skills in Spanish and English are highly desirable.
Bilingual Testing/Certification: The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.Minimum Qualifications

The ideal candidate is an exceptional leader, has knowledge of the laws and regulations that govern the program, and has experience providing direct services in a community reflective of the assignment area.
In addition, the ideal candidate:
Has professional experience working in child welfare.
Has some supervisory or leadership experience and has knowledge of community organizations and resources available.
Possesses excellent skills in the following areas: communication, diplomacy, training and coaching, interpretation of laws and regulations, implementation new policies and initiatives, solving complex issues, time management, planning, organizing, and prioritizing, and community engagement.
Is tech savvy and has experience using large databases to track work performance and can provide internal support on training of upcoming releases and upgrades to systems.
Understands the importance of building and supporting a diverse group of stakeholders and has led organizational change to promote best practices.
Is comfortable navigating the balance between independent execution and collaborative problem solving.
Can foster belonging through high emotional intelligence and cultural awareness and can apply an equity lens to core business processes, including performance evaluations and conflict resolution.
- Thorough knowledge of casework concepts, skills and the techniques of interviewing.
- Laws, rules and regulations governing the operation of the public social service agencies and the various specialized programs.
- Principles of supervision and training.
- Community organization and the use of public and private community resources.
- Medical and psychiatric terminology.
- For the Public Guardian assignment, knowledge of court proceedings as they relate to the various social services programs, including dependency proceedings and/or conservatorship proceedings.
Ability to
- Effectively train, plan, assign, supervise, and evaluate the work of staff.
- Develop and maintain effective working relationships with those contacted during performance of duties.
- Participate in program planning and evaluation.
- Interpret rules and regulations to staff, applicants, recipients or others.
- Prepare and present oral and written reports concisely and clearly.
- Provide consultative services to staff members.
- Conduct investigations and represent clients in all matters related to their well-being.
A Master's Degree from an accredited college or university with a major in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field; OR a Bachelor's Degree with a major in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field and two years of experience directly related to the assignment at a level equivalent to a Marin County Child Welfare Worker II, Social Service Worker II, Eligibility Worker II or Deputy Public Guardian/Conservator/Investigator.
