Role Overview


This authority is charged with modernizing cybersecurity and privacy training. Their focus is on increasing engagement by implementing innovative methodologies, such as gamification.


Key Responsibilities

  • Content Modernization: Leverage AI-based course development techniques and introduce gamification elements such as leaderboards and badges to enhance learner engagement.
  • Gap Analysis & Strategy: Conduct a comprehensive assessment of the knowledge, skills, and abilities (KSAs) of the client workforce to identify and address training gaps.
  • Outcome Performance: Drive programs to meet specific metrics: an average feedback rating of 8.5/10 and a 25% improvement in scores between pre- and post-training assessments.
  • Compliance Validation: Ensure 100% of course materials (electronic and hard copy) are Section 508 compliant and delivered to participants at least five business days before class.


Technical Stack & Knowledge Requirements

  • Instructional Design: Experiential learning, problem-based learning, and SCORM/AICC standards.
  • Compliance: Deep understanding of the NIST Cybersecurity Framework (CSF) categories: Govern, Identify, Protect, Detect, Respond, and Recover.
  • LMS Interaction: Expert-level understanding of how instructional content integrates with a unified Learning Management System (LMS).


General Compliance for All Personnel

  • Vetting: Must successfully navigate the EUA New User Onboarding Process, including ICT application, fingerprints, and NBIS APP submission.
  • Security Focus: All staff must prioritize the Confidentiality, Integrity, and Availability (CIA) of sensitive data, including PII, PHI, and CUI.
