POSITION DESCRIPTION:

Under the supervision of the chief executive officer, the program director is responsible for the overall leadership, management, and oversight of the Elderday Adult Day Health Care / Community-Based Adult Services (ADHC/CBAS) program. This role ensures high-quality service delivery that meets participant needs, adheres to state and federal regulations (including Title XXII), and supports the mission, goals, and values of Community Bridges. The program director oversees program development, staff supervision, regulatory compliance, community relations, financial performance, and day-to-day operations while fostering a safe, respectful, and participant-centered environment.

 

DUTIES AND RESPONSIBILITIES:

 

Program Leadership & Development

  • Develop, implement, and continuously refine program services to meet the changing needs of participants.
  • Ensure all program activities and services meet ADHC/CBAS standards and Title XXII requirements.
  • Collaborate with the Activities Coordinator to establish meaningful and appropriate activities.
  • Review and approve Individual Care Plans (ICPs), IPCs, TAR requests, and related clinical documentation.
  • Lead Interdisciplinary Team meetings; participate in Agency Management Team, Program Directors meetings, and Board meetings as needed.
  • Represent the agency in interactions with participants, families, funding sources, regulatory agencies, community organizations, and the general public.
  • Ensure exemplary customer service across the program based on dignity, respect, and confidentiality.
  • Communicate effectively and respectfully with individuals from diverse backgrounds and with physical or mental disabilities.

 

Staff Management & Development

  • Supervise all program staff to ensure the achievement of program objectives, including setting goals and expectations, monitoring progress, providing feedback, conducting performance evaluations, coaching, disciplinary actions, and team-building activities.
  • Manage daily staffing schedules and ensure appropriate staffing ratios per Title XXII.
  • Approve timecards and support staff with policies, procedures, and PTO questions.
  • Provide ongoing training and promote a positive, safety-minded work culture.

 

Compliance, Licensing & Reporting

  • Ensure compliance with all applicable laws, regulations, and policies; interpret regulatory updates for staff.
  • Manage the biennial CDA licensing survey and develop follow-up Plans of Correction.
  • Produce, review, and submit required state reports (e.g., ADA, Participant Characteristics, MSSR).
  • Prepare written reports and correspondence for the CEO, Board of Community Bridges, and state agencies, including the Department of Aging and Department of Public Health.
  • Maintain and update the Elderday Policy and Procedures Manual.
  • Uphold HIPAA regulations and agency policies regarding confidentiality, program integrity, and computer security.

 

Operations, Safety & Facilities

  • Oversee daily program operations, ensuring efficient workflow and high-quality service delivery.
  • Maintain a safe, clean, and healthful center environment in compliance with health and safety standards.
  • Lead emergency preparedness efforts and ensure staff readiness.
  • Oversee purchasing, supply management, and approve accounts payable.
  • Monitor and resolve billing and accounts receivable issues.

 

Community Relations, Outreach & Marketing

  • Serve as liaison with community organizations, healthcare partners, and human service agencies.
  • Attend community and aging-related meetings and events.
  • Conduct community outreach to promote program visibility and engagement.
  • Collaborate with the Development Department on social media and marketing materials.
  • Support fundraising and marketing efforts in partnership with marketing and communications staff.

 

Financial & Contract Management

  • Monitor program budgets with support from the CFO and/or Grants Analyst and ensure fiscal solvency.
  • Initiate and manage contracts with external providers and vendors.

 

General Support:

  • Maintain effective working relationships with agency staff and community partners.
  • Support general program operations as needed.
  • Perform other duties as assigned.

OTHER JOB DETAILS:

  • This is a regular, exempt, 37.5 hour per week position.
  • This position is eligible for a $.40 per hour bilingual differential after passing a test administered by the HR department
  • The hours of work are typically Monday-Friday between 9-5, however some evening and weekend work may be required.
