Summary:
Lead day-to-day application support and project delivery for the Register of Wills systems. Own planning, coordination, and communication while developing and sustaining Microsoft-stack applications and the HighView Imaging environment.

Work model: On-site and remote support across 24 ROW offices and the Annapolis Data Center during Normal Business Hours; statewide travel as needed.


Key responsibilities:
  • Lead requirements intake, scheduling, and delivery across the full SDLC; track milestones, risks, and weekly status; coordinate with State staff and other vendors.

  • Develop and sustain ASP.NET/C# components, services, and utilities; integrate with SQL Server, IIS, and Windows services; troubleshoot and optimize performance.

  • Install, configure, operate, and troubleshoot HighView Imaging; manage capture/indexing rules, batch profiles, queues, client deployments, storage paths, and replication of images to partner agencies.

  • Build C#/.NET Windows Services and scripts to automate HighView imports/exports, metadata reconciliation, integrity checks, and exception handling.

  • Plan and execute multi-site deployments and upgrades across statewide offices; prepare runbooks, change records, smoke tests, and rollback plans.

  • Implement and test disaster-recovery replication; define and validate RTO/RPO; conduct failover/failback exercises.

  • Configure workflow notifications and application email using Exchange/O365 connectors, service accounts, and transport rules.

  • Produce operational reporting for throughput, backlog, and error trends; schedule CSV/PDF extracts for stakeholders.

  • Provide L2/L3 application support to a large user base; deliver training, job aids, and knowledge base articles; meet SLA targets.

  • Maintain SOPs, technical documentation, and release notes; contribute to continuous improvement and security best practices.

Minimum qualifications
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or equivalent experience.

  • 10+ years of application development/support in a multi-user Microsoft Windows/LAN environment.

  • 5+ years using Microsoft Visual Studio (including 2015) with C#.

  • 5+ years installing, configuring, operating, managing, and troubleshooting an enterprise imaging/document management system. HighVIEW experience highly preferred.

  • 5+ years providing help desk/application support to 300+ users.

  • Proven experience leading projects or workstreams: planning, coordination, reporting, and stakeholder communication.
